IFC has embarked on an ambitious new growth strategy (IFC 3.0) to stimulate more investment activity, especially in Low Income Countries (LICs) and Fragile and Conflict affected Situations (FCS). This strategy requires a shift in our approach to proactively create, deepen and expand markets and projects rather than waiting for clients to propose projects for IFC to finance. Working with clients, we will first seek private sector solutions to address development challenges, where such solutions are advisable and can be effective, and reserve public funding for projects only when other options are suboptimal. This strategy also relies on upstream work with Governments and the wider World Bank Group to enable private sector solutions and financing. We call this approach the “Cascade”. 

IFC’s Manufacturing, Agribusiness and Services (MAS) Industry Group is comprised of (i) Manufacturing, Agribusiness & Forestry Department (MAF) and (ii) select sector teams of Disruptive Technologies, Services and Funds Department (CSF). Specific sectors therein include those related to MAF: Manufacturing; Agribusiness and Forestry; and to CSF: Tourism, Retail, Construction and Real Estate; Health, Education and Life Sciences. 

IFC is seeking a Knowledge Management (KM) Officer who will work as part of the Global MAS team and will focus on developing and coordinating knowledge management activities in conjunction with MAS global sector and cross-cutting teams and alongside experienced Industry Specialists to help MAS deliver on IFC’s ambitious program and development objectives. The KM Officer will help create and disseminate global sector knowledge, best practices, and learning products among MAS staff. The KM Officer will also support coordination with IFC Global Knowledge & Learning Office (GKLO) on MAS KM planning and on corporate-wide knowledge programs and initiatives. He or she will work closely with MAS regional teams on inputs to MAS global sector knowledge and learning products and events, such as the Department-wide Knowledge Forum, and will coordinate the MAS Innovation Ventures (MASIVe) initiative. 

 

Duties and Accountabilities: 

The KM Officer will be a member of the MAS Global Analytics team, part of MAS Global Cross Cutting team. Key responsibilities include but are not limited to the following: 
•  In consultation with Global MAS management team, develop, implement and update the MAS Knowledge Management Plan. 
•  Primary responsibility for selecting appropriate platforms, tools, approaches and techniques to create, access, and share knowledge across MAS. Support and promote the adoption and use of available AI tools for knowledge creation, sharing and learning in MAS. 
•  Ensure that the MAS intranet site news and resources are regularly updated. Regularly track user traffic through basic analytics (i.e. Adobe Analytics). Develop MAS intranet site, and support community hub managers to maintain and update sub-sites and pages in line with the corporate standards and best practices. Conduct periodic MAS intranet user surveys to identify areas for improvements and to promote usage and visits. 
•  Provide advice and inputs to the MAS sector and cross-cutting teams on dissemination of sector reports, project best practices, lessons learned, tools, guidance documents, etc. 
•  Leverage opportunities to showcase knowledge created by the sector and cross-cutting teams through a variety of channels. Work closely with the communications team on the dissemination strategy for publications targeted at the external audience. 
•  Support the planning and dissemination of Global MAS and MAS sector learning and knowledge events to share findings, lessons learned, etc., through formats such as MAS Knowledge Forum, BBLs, workshops, clinics, webinars, and bi-annual MAS sector conferences. Work in close collaboration with GKLO, KM officers in other Industry Groups to deliver successful learning sessions. 
•  Provide administrative and platform support to MAS Innovation Ventures (MASIVe) initiative, including the facilitation of in-person and online cohort meetings, dissemination of informational materials on MASIVe projects and organization of related learning sessions for MAS staff.
•  Work closely with MAS sector and cross-cutting teams to design, create and disseminate knowledge products, tools, best practices, lessons learned and learning events. 
•  Responsible for the coordination with IFC GKLO on (i) MAS KM activities and the development of MAS KM plan; (ii) knowledge exchange programs; (iii) updating knowledge platforms; (iv) MAS inputs for corporate knowledge programs and initiatives, including Lessons, KNOWbel, KNOWvember, etc. 
•  Lead, in collaboration with MAS Communications team, the production of the MAS internal periodic newsletter covering MAS intranet, with inputs from MAS sector, cross-cutting and regional teams. 
•  Implement IFC’s and WBG’s knowledge and learning protocols and practices in carrying out the above duties. 

 

Selection Criteria

•  Master’s degree in Knowledge Management, and/or Learning, International Development, Finance, /Public Affairs, or any other relevant field with at least five years of relevant professional experience and solid understanding of issues related to knowledge management and learning, innovation, investing in emerging markets, and international development. 
•  Thorough knowledge of and practical experience in the design and implementation of various knowledge management platforms, products, approaches, tools and methodologies in the context of MAS investment operations. Strong command of and experience in SharePoint and other intranet technology platforms. 
•  Ability to lead projects and support a dynamic and comprehensive knowledge and learning program in support of defined objectives. 
•  Strong conceptual and analytical skills with the ability to think strategically and rapidly analyze diverse information from multiple sources to draw conclusions and provide recommendations. 
•  Excellent oral and written communication and presentational skills. Spoken and written fluency required in English. [Fluency in French or Spanish a plus.] 
•  Strong interpersonal and influencing skills including ability to promote strong collaboration and facilitate and achieve consensus with partners, clients, and colleagues in a multicultural environment. 
•  Experience working both in-person and virtually with teams, stakeholders and consultants, including use of online knowledge sharing tools and communities of practice. 
•  Experience working in and knowledge of the policies and procedures of the World Bank Group or other multilateral development bank policies and procedures strongly preferred. 
•  Knowledge and experience in one or more MAS industry sectors, or finance, in emerging markets a plus: Manufacturing; Agribusiness and Forestry; and to CSF: Tourism, Retail, Construction and Real Estate; Health, Education and Life Sciences
•  Proven experience working both independently and as a member of team. 
•  Dynamic, curious, self-starter who can work well in small and large teams. 
•  Task/project management skills, including ability to supervise consultants and junior staff.

Contributes to implementing KM approaches and plans at the business unit level tracking progress towards objectives and further alignments and adjustments.

Demonstrates strong understanding of how information and knowledge services can support, facilitate, and enhance the activities of users, teams, and IFC. Applies understanding of KM and area operations to determine, collate, and process user and area needs, perspectives, perceptions, and satisfaction-levels to MAS management through the use of standardized assessments. 

Knowledge Asset Management 
Demonstrates solid grasp of knowledge management to perform activities and employ tools for applications throughout the knowledge lifecycle and project cycle, and to support specifically explicit and tacit knowledge capture, storage, access, and dissemination. Supports facilitation implementation, and enforcement of standardized processes, practices, policies, procedures, and guidelines that relate to the uses of knowledge resources, including users’ self-service of resources.
