OBJECTIVES OF THE PROGRAMME
To ensure that effective WHO country presence is established to implement WHO country, cooperation strategies that are aligned with Member State’s health and development agendas, and harmonized with the United Nations country teams.In the context of Emergency Health and Nutrition Project funded by World Bank, the Project Development Objective is to restore access to a basic package of health and nutrition services and preserve the main elements of essential public health functions for the benefit of the population of Sudan.
DESCRIPTION OF DUTIES
1.Provide technical support and coordination in the review and definition of the package of health services to be delivered in health facilities in Sudan, including costing.
2.Develop referral mechanisms across the different levels of health service delivery.
3.Develop quality standards, initiatives and indicators vis a vis health service delivery in targeted health facilities.
4.Collaborate with the monitoring and evaluation (M&E) team to integrate HSP implementation and healthcare quality standards into the project’s M&E framework and analyze data providing insights and recommendations for improvements.
5.Provide technical expertise to internal M&E team and third-party, monitor the development of data collection tools from health facilities and address M&E feedback.
6.Provide technical input and capacity-building activities for healthcare facility staff and partners to improve hospital care and management. Knowledge Management.
7.Establish Knowledge Management (KM) capabilities, including identifying data requirements to support SHARE operations, in coordination with partners such as the World Bank and UNICEF. Act as WHO’s focal point in any joint KM initiatives.
8.Ensure that data collection tools and project interventions contribute to advancing the KM agenda and lessons learned and best practices.Incident Management.
9.Ensure the timeliness, completeness, and accuracy of data related to SHARE-supported activities.
10.Generate standard reports, presentations, visualizations, and dashboards.
11.Analyze service utilization, availability, and trends, linking this analysis to SHARE and project objectives.
12.Participate in the development of DHIS2 initiatives in coordination with different partners.
REQUIRED QUALIFICATIONS
Education
Essential: A first level university degree in information or data management, computer sciences, statistics, applied math or public health, complemented by training in databases development and/or management with some experience with international exposure.
Desirable: Post graduate degree in public health, qualitative surveillance or statistics.
Experience
Essential:At least five years of relevant experience in public health, with a focus on health services delivery, quality improvement, and knowledge management within health sector projects. Experience in emergency countries.
Desirable: Prior experience working with WB funded projects, WHO, international health organizations, UN agencies, or non-governmental organizations in emergency or development settings.
Skills
•Proven expertise in health services package and quality standards implementation.
•Strong analytical skills for data analysis and interpretation.
•Experience in establishing and managing programme’s knowledge.
•Ability to provide technical support and conduct capacity-building activities.
•Excellent communication and collaboration skills to work effectively with a diverse range of stakeholders.

REMUNERATION
WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 64,121 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2992 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
