Context

The humanitarian situation for Rohingya refugees in Bangladesh is challenging, with 975,350 Rohingya refugees/forcibly displaced Myanmar nationals from Myanmar of which 934,759 arrived since 25 August 2017. 52 percent of the refugees are children, making this a continuing crisis for children impacting their wellbeing, development and future trajectories. Challenges in the response include a lack of qualified teachers, a limited number of learning spaces and low attendance of adolescent girls. Furthermore, the protracted nature of Rohingya response in Bangladesh has put social and economic pressure on Cox’s Bazar district. The district was already prone to natural hazards and climate change and is one of the lower performing districts in the Annual Primary School Census (2020).
This role will support Education sector programmes for the Rohingya response in Cox’s Bazar, Bangladesh. The Education Sector is responsible for standards development and monitoring of the entire education programme being implemented by all education sector partners. To support this, the successful candidate will work under the guidance and general supervision of the Education Sector Coordinator (P4) to provide technical, operational and monitoring support related to the effective implementation of the Education programme for the Rohingya children in Cox’s Bazar camps.

Task description

Within the delegated authority and under the supervision of the Education Sector Coordinator, the UNV Education Officer (Sector coordination) will support the following:
Knowledge management :
• Identify and document lessons learned, best practices and innovations (‘knowledge’) from across the sector response to the Rohingya crisis using written documentation, as well as photo and video as appropriate
• Organize forums and platforms for sector partners to share knowledge amongst themselves, as well as with other sectors bilaterally or multilaterally.
• Identify and develop mechanisms to share knowledge generated from the Rohingya crisis across UNICEF at the country, regional and global levels.
• Connect with the global cluster to identify opportunities to disseminate knowledge generated from the Rohingya crisis to other humanitarian contexts, and to bring knowledge generated from other emergencies to the Rohingya crisis.
• Develop new and innovative ways to share knowledge and information amongst sector partners.
• Ensure knowledge and information generated by the sector are stored in a safe and effective, and, where required confidential, manner.
• In coordination with the information management officer, support the collection, validation, analysis and dissemination of data from sector partners.
• Develop situation reports and other information and knowledge products to support the work of the sector.
• In coordination with the information management officer, support for data visualization including products to support advocacy, resource mobilization efforts, referral pathways, IEC material, etc.
• Prepare and maintain catalogues of IM and data products for the humanitarian response.
• Provide inputs to Sector documentation such as briefing notes and programme visit reports and facilitate donor visits to the camps.
• Any other related tasks as may be required or assigned by the supervisor.
Programme management, monitoring and delivery of results:
• Work closely and collaboratively with internal colleagues and partners to collect, analyze and share information on implementation issues.
• Suggest solutions on routine programme implementation and contribute to reports to alert appropriate officials and stakeholders for higher-level intervention and/or decisions. Keep record of reports and assessments for easy reference and/or to capture and institutionalize lessons learned.
• Participate in monitoring and evaluation exercises, programme reviews and annual sectoral reviews with government and other counterparts and prepare minutes/reports on results for follow up action by higher management and other stakeholders.
• Prepare field monitoring reports or presentations, which include on the quality of partner’s implementation, for sharing with the Education Sector team.
• In the camps, coordinate with key stakeholders including implementing partners and with camp coordination structures and internally within the UNICEF education team and with other programmatic units.
• Work closely with the Education Sector Coordinator and IMO NOB to identify best practices related to education programming by sector partners across the camps. Ensure these best practices are documented and shared among sector partners.
• Conduct field monitoring in the Sector partners’ supported Learning Facilities (LFs) in the camps and provide technical feedback to the partners on the ground especially related to teachers and teaching.
• Monitor and report on the use of sectoral programme resources (financial, administrative and other assets), verify compliance with approved allocation, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report on issues identified to ensure timely resolution by management/stakeholders. Follow up on unresolved issues to ensure resolution.
• Prepare draft inputs for programme/donor reporting.
Results/Expected Outputs:
• Timely, responsive and high-quality delivery of coordination and support to on-going and new development programs or other initiatives related to conflict prevention and peace building;
• High quality analysis and collection of data on current domestic and regional issues of relevance for the Peace and Development Advisor (PDA) portfolio;
• Strengthened engagement with civil society actors on issues relating to conflict prevention and peacebuilding;
• Consistently take into account social inclusion and mainstream gender in all tasks;
• Supporting coordination of existing and creation of new partnerships between relevant stakeholders (government, civil society, private sector and the international community, including the UN system).
Furthermore, UN Volunteers are required to:
• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
• Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
• Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
• Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
Facilitate the planning, rollout, implementation and monitoring of Education Sector training programmes in the Rohingya response working jointly with the Education Sector coordinator and Education Officer (NOB) to achieve this.
• Age, Gender, and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment.
• Regular field visits focused on Sector partners implementation and operations of education programmes that may include teacher observation and observation of the quality of teach-er training undertaken with supportive feedback given. Findings and action points from the observations are documents and shared with the supervisor and/or other education sector team members for their awareness and decision-making.
Improved quality of the humanitarian response within Cox’s Bazar as well as contributing to global best practices.
As an active Education Sector team member, efficient, timely, responsive, client-friendly, and high-quality support rendered to Sector partners and beneficiaries in the accomplishment of her/his functions, including:
• The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counter-parts, including Implementing Partners (IPs);
• A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in, and capacities developed.
Promotion of Volunteering / Volunteerism:
• Successful submission of UNV articles (1-2) for peacebuilding and development for UNV websites
• Contribution to UNV’s Global Peacebuilding Programme
• Successful contribution to UNV’s Global Peacebuilding Programme.by ensuring the role of citizens in the peace process itself as well as establishing a conducive and enabling environment by strengthening the capacities of other key actors
• The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counterparts, including Implementing Partners (IPs);
• Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment
• A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.
