Job Description

The RNI is a Member States-led initiative, guided by a core group of champions, including the Pacific atoll countries. Its objective is to press forward efforts towards protecting the statehood of Pacific atoll countries, preserving their sovereignty and safeguarding the rights and heritage of affected populations. In this regard, the RNI aims to mobilize the needed political momentum for prompt action at all levels to highlight the climate emergency facing the Pacific atoll countries and inspire global and local action, including through intergovernmental processes of the United Nations. Further, the RNI aims to build national White Papers that serve as guiding instruments for national strategic planning and informed policymaking, providing recommendations and options for the way forward on a wide range of policy and programme areas for adaptation and resilience.

The Knowledge Management Senior Advisor has the primary responsibility to lead the development of methodologies for modeling, field research, stakeholder mapping, and stakeholder consultations as basis for synthesis reports and agendas for action for CMIs and the White Papers for the RNI.

Functional Responsibilities:

Strategy development & coordination:

Designs and advances comprehensive scientific and expert assessments of the projected movements caused by climate change and assess their impacts on livelihood, culture, and heritage.
Coordinates public consultations to assess and incorporate the opinions, views, and the preferences of the people vis-à-vis the climate impacts on the population and their mobility as a way to adapt.
Leads consultations with national, regional, and global experts and practitioners to review the findings and generate policy recommendations.
Consolidates the outcomes of the above activities into synthesis reports.
Ensures the knowledge and good practices are applied to other countries supported by the relevant CMIs as well as the RNI.

Team Leadership:

Coordinates, advises, and provides clear and effective leadership to the personnel working on the project, being responsible and accountable for guiding, consolidating contributions and aligning their work to the strategic efforts of the CMIs and the RNI.
Ensures all operational structures, systems, and processes are in line with UNOPS policies and procedures.
Fosters a positive work environment, respectful of both men and women, and ensures that the highest standards of conduct are observed.
Manages staff recruitment, development, and evaluation.

Expert approach:

Brings relevant data analysis and knowledge background and provides expert advice on achieving the strategic objectives of the CMIs and the RNI.
Ensures the appropriate policy and subject-matter expertise is incorporated in strategic activities.
Identifies emerging policy issues pertaining to the CMIs and the RNI and analyzes implications on the work of the Initiatives and makes policy recommendations on possible strategies.
Oversees the preparation of reports on the project activities.

Project management:

Provides strategic guidance and oversees the management of project activities, including stakeholder communications, procurement, budget management, and travel – ensuring adherence to UNOPS policies and procedures.
Establishes annual work plans and sets objectives, supports performance management, defines standards, and expected results in collaboration with other project teams.
Directs and oversees the organizing and planning of strategic engagements, including the Conference of the Parties (COPs) and other conferences, meetings, and activities.

Communications:

Advises and leads on relevant communication efforts that help advance the project and the CMIs and RNI objectives.
Oversees relevant website content, social media activities, and publication activities, including outreach materials, to raise global awareness and build global momentum for the CMIs and the RNI.
Drafts relevant speeches and statements for the CMIs and the RNI’s high-level public appearances, media engagements, and publications.

Monitoring and Project Controls:

Production and interpretation of data from modelling and field research.
Inclusive consultative processes with experts and practitioners to review and draw conclusions on the findings.
Production of synthesis reports, including options and recommendations.
Effective communication and presentation of results of knowledge & practice work.
Effective knowledge management & sharing across regional efforts.

Education Experience Language requirements:

Education:

Advanced university degree (Master’s degree) preferably in Political Science, Governance, Economics or other relevant fields is required.
Two (2) additional years of relevant experience, in combination with a relevant first-level university (bachelor’s degree or equivalent), may substitute for the requirement of a master’s degree.

Work Experience:

At least ten (10) years of relevant professional experience in environment, migration, economic and social affairs, public policy, climate mobility, and/or programme/project management and/or strategy is required.
Proven track record of active participation and engagement in the UN related to climate change and/or migration is required.
Experience in evidence-based approach to assessing vulnerabilities of populations preferably in the context of climate, environment or sustainable development is desired.
Experience effectively synthesizing, communicating and presenting technical and policy findings in a clear and concise manner to colleagues internally and to external non-technical audiences, including through producing briefing, speeches and strategy papers for seniors is desired.
Demonstrated expertise through academic or professional publications related to climate change impacts and/or climate change and migration is considered advantageous.
