Overview:

IBTCI is seeking a qualified Labor Market and Workforce Development Expert for the anticipated USAID/Guinea Economic Resilience Assessment for Conflict Prevention and Stability Promotion in Guinea. The selected candidate will contribute to a comprehensive assessment focusing on identifying economic risk factors and proposing interventions that promote stability and economic empowerment. This assessment will specifically address workforce skills, job creation initiatives, and education and vocational training gaps in the Kankan and N’Zerekore regions. The ideal candidate should possess prior experience in the labor market and workforce development assessments, with proficiency in identifying skills gaps and developing relevant interventions.

This engagement spans three months, commencing in October 2024 and concluding in January 2025, and is contingent upon receiving the USAID award.

Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Conduct a detailed assessment of the labor market and workforce development in the Kankan and N’Zerekore regions, focusing on skills gaps, job creation initiatives, and vocational training needs.
  • Identify key industries and sectors with growth potential and opportunities for workforce development, with a focus on vulnerable populations such as youth and women.
  • Analyze existing workforce skills, training programs, and employment opportunities to identify gaps and challenges affecting job creation and economic empowerment.
  • Engage with stakeholders, including employers, educational institutions, government agencies, and community organizations, to gather insights on workforce development needs.
  • Contribute to data collection, field research, and stakeholder consultations, ensuring a participatory and inclusive approach to the assessment.
  • Perform secondary data analysis and synthesize existing data and evidence.
  • Research and document successful economic empowerment approaches from other regions and countries for comparative analysis.
  • Develop actionable recommendations and strategies for improving workforce skills, vocational training programs, and job creation initiatives in alignment with the overall objectives of the assessment.
  • Collaborate closely with the Team Leader and other subject matter experts to integrate findings into the final assessment report.
  • Provide technical expertise on labor market trends, education, vocational training, and workforce development initiatives.
  • Engage in meetings with relevant USAID staff to discuss the assignment and present findings, providing regular updates on the assessment’s progress.
  • Ensure all tasks are executed to the highest professional standards, meeting both USAID and IBTCI requirements.
  • Guarantee the delivery of high-quality deliverables within set deadlines.
  • Maintain effective communication with the assessment team and relevant stakeholders.
  • Ensure conflict sensitivity principles and research ethics are integrated into all stages of the assessment.
  • Ensure compliance with all USAID, IBTCI, and program-specific policies and regulations.
  • Will be required to be in-country to perform the essentials duties of this position.
  • Travel is essential and may include travel to fragile and conflict-affected areas. An average of 25% travel for project implementation and/or project management duties.

Qualifications

Minimum Requirements:

  • At least 7 years of experience conducting labor market and workforce development assessments, including in fragile/conflict environments.
  • Demonstrated experience in assessing workforce skills, job creation initiatives, and developing/implementing vocational training programs.
  • Experience working in Guinea or West Africa is preferred.
  • Ability to work collaboratively with a multidisciplinary team and contribute to high-quality deliverables.
  • Ability to travel to Guinea and conduct necessary field visits.
  • Fluency in spoken and written English and French.

Education: A degree in Labor Economics, Human Resources, Education, Workforce Development, International Development, or a related field.

Preferred Knowledge, Skills and Abilities:

  • Strong understanding of labor market dynamics, workforce development, and vocational training in fragile/conflict environments.
  • Expertise in conducting labor market and workforce assessments, including analyzing skills gaps and job creation initiatives.
  • Proven ability to conduct field research, stakeholder consultations, and data analysis.
  • Familiarity with the economic, social, and political context of Guinea or similar regions.
  • Experience with USAID-funded projects and assessments is highly desirable.
  • Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
  • Strong analytical and report-writing skills.

Working Environment: Work is typically performed in an office environment.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibilities: This position does not have supervisory responsibilities.

Travel: This position requires travel to Guinea for field research.
