Land Use/Code Enforcement Specialist
Waupaca County Planning and Zoning Department
As a key member of the Waupaca County Planning and Zoning Department, this position is responsible for the administration, compliance monitoring, enforcement, and education efforts related to the County’s Comprehensive Zoning, Sanitary, Floodplain, and Shoreland Zoning Ordinances.
This position works under the direct supervision of the Zoning Administrator.
Essential Responsibilities:
- Serve as a liaison to other county departments, and state and federal agencies, related to Planning and Zoning Department regulations.
- Review development plans and permit applications to determine ordinance jurisdiction and compliance; issue permits as applicable.
- Provide education to applicants regarding water quality and other land use issues, even when a permit is not required.
- Prepare, implement, and facilitate enforcement of ordinance regulations. Assist the County Corporation Counsel with records and reports for enforcement actions.
Peripheral Responsibilities:
- Prepare and present reports and recommendations to the Planning and Zoning Committee and Board of Adjustment.
- Perform other duties as assigned.
Qualifications:
Education:
Bachelor’s degree in planning and zoning, soil and water conservation, environmental planning, natural resource management, civil engineering, soil science, or a closely related field.
Experience:
Two (2) years of responsible, professional work experience in planning/zoning, natural resource management, or a related field, with exposure to administration and enforcement of land use regulations.
Knowledge, Skills & Abilities:
- Strong knowledge of planning, zoning, and natural resource management principles.
- Knowledge of applicable federal, state, and local laws.
- Understanding of compliance monitoring and enforcement procedures related to land use.
- Effective oral and written communication skills.
- Ability to build and maintain positive working relationships with colleagues and the public.
- Ability to maintain confidentiality and professionalism.
