PROJECT BACKGROUND

The GGGI Lao PDR program has been expanding rapidly in the areas of climate change, green cities and green investment mobilization. Since 2018, GGGI has been implementing a range of Readiness and Preparatory Support Program projects focused on building national capacity and policy for green finance, capacity building, climate modelling, energy efficiency, electric mobility and climate policy. GGGI has also undertaken a range of activities and projects to support Lao PDR’s Nationally Determined Contribution (NDC) including supporting the Ministry of Environment and Natural Resources (MoNRE) in updating the 2nd NDC document in 2021 and the preparation of NDC Implementation Plan in 2023 in cooperation with the NDC Partnership. In addition, GGGI Lao PDR is working with a range of other partners to engage and implement climate solutions in Lao PDR. The country office has workspaces in the Ministry of Planning and Investment, Ministry of Natural Resources and Environment and the Ministry of Public Works and Transport at central level, as well as the Vientiane Capital and Champasak Provincial government offices.

GGGI Lao PDR’s Climate Unit leads implementation of projects and outcomes related to climate change adaptation and mitigation including carbon finance and green finance, green growth planning, renewable energy and energy efficiency at the national and sub-national levels.

In response to requests made by the Government of Lao PDR, with the financial support of the Government of Australia through the Department of Foreign Affairs and Trade (DFAT), GGGI has provided a technical assistance to the Government of Lao PDR, especially MoNRE and Ministry of Energy and Mines (MEM) for the development of the country’s enabling environment for accessing and participating in the international carbon markets. Over a three-year period (2023-2026), this will involve the delivery of a carbon market decree and strategy led by MoNRE, carbon market regulation and strategy for the energy sector led by MEM, national carbon market forums, carbon project pipeline development, and capacity building activities, in close coordination with MoNRE, as well as other line ministries, and other stakeholders who are active on Lao PDR’s carbon markets.

OBJECTIVES OF THE ASSIGNMENT

As agreed between MEM, DFAT and GGGI, the project Open and Sustainable Carbon Markets in Lao PDR will include in 2024 supports from GGGI to MEM on:

  1. Capacity Development on governance for carbon markets specifically for the energy sectors.
  2. The preparation of an energy carbon regulation aligned with the carbon credits decree currently being prepared by MONRE with technical assistance provided by GGGI.
  3. The preparation of an energy carbon strategy aligned with the NDC and the national carbon markets strategy which will be prepared by MONRE with technical assistance provided by GGGI.

The national Project Coordinator (the Consultant) will provide administrative and operational support to the Department of Energy Efficiency and Promotion (DEEP), Ministry of Energy and Mines (MEM) and Global Green Growth Institute (GGGI) in order to facilitate the completion of the activities mentioned above. Such support will help strengthening the project team between GGGI, MEM and key partners and support coordination with the private sector and development partners working on energy carbon projects.

DELIVERABLES AND PAYMENT SCHEDULE

The Consultant will be working full-time and based at DEEP, MEM to work closely with MEM staff and provide day to day support on administration, operation and coordination related to the project activities implemented with MEM. Specific tasks and responsibilities include the following:

  • Keep the workplan updated and track the implementation of activities with MEM to be implemented in 2024.
  • Support periodic project reporting in line with DFAT and GGGI requirements.
  • Provide administration and logistics support in organizing and delivering project meetings, capacity building workshops, and consultations. This includes the preparation of estimated budgets that are in line with Ministry of Finance’s policies, agendas, event concept notes, registrations, meeting minutes, coordination with suppliers, translators, interpreters, participants, workshop and expenditure reports, etc. The consultant will be working closely with the project assistant and junior consultant on logistics and administration.
  • Provide support on translation/review translation of key documents from English to Lao and vice versa. The consultant will be working closely with the translators and interpreter recruited for the project.
  • As directed by MEM and/or GGGI, undertake ad-hoc data collection and research related to energy carbon.
  • Ensure close coordination and clear communication between MEM and GGGI by organizing meetings with clear agendas, preparing meeting materials, sharing materials in advance with all relevant participants, and managing emails and group discussion.
  • Prepare communication materials for project deliverables such as press release and coordination with media agencies.
  • Provide related ad-hoc support to DEEP and GGGI teams as requested.

This contract is a daily rate-based contract and the Payment would be undertaken monthly upon the submission of the timesheet attached to the contract, annex 3.

Note: GGGI is managing the project fund and will disburse according to the agreed workplan and budget for each activity. The payment for monthly fees may vary each month depending on the actual date of working.

The Consultant shall report both to the DEEP staff assigned for the project and GGGI Carbon Policy Officer, who leads the technical assistant to this project. The consultant will work closely with the project staff.

The consultant will need to submit a timesheet (to be provided by GGGI) specify the tasks performed, deliverables and the number of days when submitting their invoices, which GGGI will verify and process the payment on a monthly basis.

REQUIRED QUALIFICATIONS
  • Bachelor’s degree in Business Management/Administration, Environmental Management, Engineering, Finance, Accounting, and other related subjects.
  • At least 4 years of professional working experience in project management and coordination with either private or public sector.
  • Excellent communication and interpersonal skills.
  • Experience in organizing, and facilitating workshops, meetings, and stakeholder consultation is desirable.
  • Self-motivated, detail-oriented individual with good organizational skills.
  • Good level of proficiency in Microsoft Office applications (Word, Excel, PowerPoint).
  • Excellent communication in English and Lao including ability to do simple translation and interpretation from English-Lao-English on project management.
