Job Title: Law Enforcement and Judiciary Capacity Building Expert (Consultant)

Overview:
The Institute for Strategic Dialogue (ISD) is seeking a consultant to strengthen the capacities of law enforcement and judiciary actors in addressing online hate speech. The consultant will co-develop a toolkit and deliver both basic and advanced training programs in collaboration with a Civil Society and Youth Capacity Building Expert. This role involves equipping participants with legal frameworks, prevention strategies, and best practices, while engaging key stakeholders and supporting monitoring and evaluation efforts.
Key Deliverables:
- Co-development of a toolkit with the Civil Society and Youth Capacity Building Expert.
- Delivery of two rounds of Basic Training to 30 participants, with a report on training outcomes.
- Delivery of one round of Advanced Training to 18 selected participants, with a report on training outcomes.
- Draft recommendations for law enforcement and judiciary interventions on online hate speech.
- Final report summarizing the project’s successes, lessons learned, and recommendations.
Specific Requirements:
These key criteria will be evaluated during recruitment, probation, and ongoing performance. They also serve as a framework for professional and personal development.
Essential:
- Education: Advanced degree in Law, Criminal Justice, Public Administration, or related fields.
- Knowledge: Strong understanding of national and international legal frameworks related to online hate speech, including its detection, prevention, and legal/social consequences.
- Experience: At least 5 years of relevant experience in law enforcement, judicial processes, and capacity building, particularly related to digital crimes or online hate speech. Proven experience in designing and delivering training programs for law enforcement, judiciary, and civil society.
- Skills: Excellent analytical, communication, and report-writing skills. Proficiency in English and Arabic. Ability to work independently and within multicultural environments.
Desirable:
- Familiarity with digital tools for monitoring hate speech (e.g., social media analytics, content moderation).
- Knowledge of international human rights standards relevant to hate speech.
- Experience working with civil society, youth, and government actors in capacity-building projects.
- Understanding of disinformation, extremism, and experience engaging with Jordanian civil society and government partners.

A budget breakdown: Consultants should include a cost breakdown in their applications including the day rate, applicable taxes, and any surcharges. The maximum gross budget for the consultancy is 7,200 Euros gross, which is inclusive of all applicable taxes and fees. Consultants based outside of Jordan with excellent English proficiency and native-level proficiency in Arabic are also encouraged to apply. Any international travel costs should be included in the budget breakdown within the same total.
