Main Purpose

Is responsible for providing legal information, counseling, assistance and representation to vulnerable persons in accordance with INTERSOS’ mandate, priorities and donor agreements.

Is in charge of planning and conducting awareness raising sessions on issues related to the law.

Hierarchical: Field Manager

Functional: Protection Coordinator

 

Tasks

  • Conduct intake interviews with beneficiaries in order to assess legal needs and provide legal counseling and/or representation with regards to the main issues identified
  • Provide legal assistance (e.g. to obtaining civil or legal documentation) to beneficiaries with legal or urgent protection needs, also by accompanying them to the relevant offices
  • Depending on established procedures, receive cash requests from Legal Assistants, verify the correctness and address them to the responsible for the approval (e.g. the Legal Team Leader). Overview that documents and forms are properly filed in the case files
  • Undertake home visits to clients in specific cases, e.g. where the client’s mobility is reduced
  • Ensure the proper filing and archiving of individual legal files, maintaining data confidentiality
  • Support Legal Assistants in planning, organizing and facilitating awareness legal sessions in the area of operation according to identified needs
  • Train INTERSOS staff and external stakeholders on legal issues and local legislation pertaining to civilians’ protection
  • Prepare weekly, monthly and ad-hoc reports on legal activities and statistics
  • Support the planning, implementation and reporting of the activities, as well as ensuring the well-being and positive work environment for all members of the legal team. Support positive team dynamics providing support and space for Legal Assistants to express experiences within legal team
  • Meet regularly with Legal Team Leader to discuss about ongoing issues and strategy for the team. Inform of the individual progressive legal cases conditions on a weekly basis
  • Supervise, support and coach Legal Assistants through observation, shadowing, case file checks and bilateral case discussions. Support the team in finding solutions and appropriate responses to daily challenges
  • Act as referral focal point for INTERSOS legal services in the geographical area of coverage under his/her responsibility and distribute the tasks between the Legal Assistants according to experience and complexity of case. Ensure equal division of workload, timely follow up of target and flag issues to Legal Team Leader
  • Ensure adherence of legal assistants to protection principles, Code of Conducts and internal SoPs

Carry out all tasks respecting key protection principles including but not limited to: PSEA, do no harm, non-discrimination, confidentiality and accountability and need-to-know principles.

 

Requirements

Education

  • Advanced University Degree in Law

 

Professional Experience

  • Minimum three years of relevant professional experience as lawyer
  • Legal authorization to practice as a lawyer, registered at local bar association (practicing civil and family law)

 

Professional Requirements

  • Excellent knowledge of the local legal system and legal procedures
  • Previous working experience with IDPs, refugees and returnees
  • Strong knowledge of international protection and human rights legal standards
  • Computer literacy (Word, Excel, Power Point)
