Description

As a Lawyer service provider (SP), works with the Legal Team Leader / Protection and Rule of Law Manager in Anbar office. The SP is responsible for legal activities in the areas of intervention in Anbar Qaim district. The Lawyer will conduct daily field visits to identify legal needs for complex cases, provide legal counselling and case management, deliver legal information and awareness sessions, identify clients and take on legal complex cases according to his/her caseload and legal specialty (civil documentation, personal status, housing, land and property, and detention).

The Legal Service Provider will receive a monthly payment of 1,740,000 IQDs for their services. Payment will be made monthly once completing all services outlined in this TOR.

Major Responsibilities:

  • Conduct daily field visits in Qaim district to identify legal needs.
  • Provide legal representation for the complex cases before courts and administrative bodies on documentation, HLP, family law, and detention, based on the SOPs.
  • Provide legal awareness sessions to IDPs, returnees, and host communities based in previously identified needs to the communities, mainly on civil documentation, detention, HLP, and women rights.
  • Provide individual counselling to beneficiaries and advise on options to solve their legal problems and make recommendations on the best actions to take.
  • Advocate on behalf of clients and make direct interventions with local authorities (e.g. phone calls, letters or meetings) or other organizations (NGOs) or international organizations (UN), were appropriate.
  • Filing legal complex cases before courts and administrative bodies in accordance with established procedures for legal representation.
  • Keep records of participants in legal awareness sessions and collect information of individuals benefiting from legal counselling.
  • Archive all legal cases in individual files, ensuring respect of confidentiality of data. Refer cases identified as needing non-legal assistance, or legal cases that need to be followed-up in another governorate. Cases can be referred both internally to other IRC services such as CP, ERD and WPE and used the forms for referrals.
  • Prepare and send daily/weekly field reports to the Legal team leader / Protection Manager, also raise any protection concern or rights violation noticed in the area, according to best practices in term of confidentiality and safety of beneficiaries.
  • Maintain correct and updated documentation of all legal activities on the CommCare data management system.
  • Ensure the dissemination of legal ethics, standard operating procedures, and humanitarian protection principles during the implementation of services.
  • Provide weekly work plan to supervisor outlining caseload and movements.
  • Daily upload all the legal activities on CommCare system.
  • Raising community awareness about access and eligibility to services, expected service provider’s behavior and client feedback and safeguarding mechanisms, and how to use them.
  • Collecting and recording client feedback while carrying out project activities.
  • Reporting on client needs, preferences, and feedback to the specified department.
  • Perform other duties, as required by IRC representative to support the protection program.
  • Raising community awareness about access and eligibility to services, expected staff behavior and client feedback and safeguarding mechanisms, and how to use them.
  • Collecting and recording client feedback while carrying out project activities.
  • Reporting on client needs, preferences, and feedback to their supervisor
