CONTEXT

The current OCB (Operational Centre of Brussels) operational and HR strategies (2020-2023), shape the focus for learning & development for our field projects. Within the HR department of MSF Belgium, the People Development Hub aims to develop and enhance the skills, attitudes, and knowledge of the MSF global workforce to meet MSF’s operational needs and objectives.

We support our staff through a learning offer, induction and onboarding, mentoring and coaching, communities of practice, mobility, people evaluation and development.

The L&D Leadership and Inclusion team consisting of one L&D Partner and two L&D Referents, is one of the four teams under L&D Solutions. These teams are co-designing the L&D Strategy for the different expertise (both technical and transversal) as well as designing L&D solutions.

As Learning & Development Leadership and Inclusion Referent, your objective is to co-create high quality and effective L&D solutions that answer the needs of MSF staff. As thematic specialist, you are responsible for all Learnings on Leadership and Inclusion: Diversity, Equity and inclusion (DEI), Induction and onboarding (primarily), and People management.

You work under the direct supervision of the “L&D Partner for Leadership & Inclusion” and collaborate with Subject Matter Experts as well as with other internal and external stakeholders involved in other L&D initiatives.

MAIN RESPONSIBILITIES

  • Support the roll out, design and implementation of leadership, Induction & Onboarding, DEI, ethics, and Mentoring & Coaching
  • Use Project management methodologies and principles and the ADDIE model
  • Contribute to the strategic discussions together with the L&D partner and other key stakeholders
  • Brief and upskill Subject Matter Experts (SME) to understand the MSF OCB pedagogical signature and their role in L&D solution creation, including facilitation
  • Pilot L&D solutions and initiatives
  • Define and ensure a sustainable implementation of the learning offer, including the organization and facilitation of learning events, either with the departments/units or the Flex-pool and hand over to the L&D Support & Deployment team
  • Adapt, facilitate and coordinate L&D solutions when needed
  • Support the L&D Support & Deployment team in the search, briefing etc. of flex-poolers and other facilitators
  • Ensure the quality assurance of the learning design and/or content, produced internally and externally according to the methodology and standards defined by the L&D unit
  • Support the L&D colleagues in the countries of operations in the creation of ad hoc/adaptation of existing L&D solutions in order to have them more adapted to their needs and their specific circumstances
  • Ensure proper information management for the content created as well as the referenced content
  • Explain the offer and the changes to the programs and approaches to key stakeholder, in collaboration with the L&D Partner and, with the L&D Support and Deployment team

The division of projects and initiatives will be managed through a shared RASCI (Responsible, Accountable, support, consulted and informed)

REQUIREMENTS

Education & Experience

  • Education in Adult Learning or equivalent experience
  • Minimum 2 years international experience with MSF or other INGO in a people management role
  • Knowledge or experience in Digital Learning Program Design, Agile and participative management, Change Management, People Management, coaching is a strong asset
  • Recent fieldwork experience is an asset

  • Fluent both in French and in English both written and spoken

CONDITIONS

  • Expected starting date: September 2024
  • Location*: Brussels (Belgium)
  • Mobility: 2 – 3 travels in the Europe and in the countries of operations per year
  • Contract type: Open ended contract – Part-time 80% in 2024 and can be increased to 100% in 2025
  • Salary according to MSF-OCB HQ grid
  • Meal Vouchers – Hospital Insurance (DKV) – Pension Plan – 100% reimbursement for public transportation costs

*Other location/s where there is a contractual MSF entity within maximum +/- 3 hours difference to Brussels time zone could be exceptionally discussed. The final outcome depends on local legal limitations (residency, work permit, etc.) and on agreement with the MSF contracting office MSF entity/office of the/se location/s. The local contract and standard salary grid will then apply.
