Hours: Full-time role (36.25 hours over a five-day period, but flexible arrangements are available and we are keen to encourage candidates to apply if you would prefer other working patterns, including part-time)

Greater Manchester Combined Authority (GMCA) produces high quality research and intelligence to form the evidence base underpinning policy and strategy for the city region.

We are seeking a Lead Analyst to join the GMCA Research Team as an Embedded Researcher for a current academic collaboration: SIPHER and an upcoming academic collaboration: HealthMod.

(Systems Science in Public Health and Health Economics Research) is a major investment by the , which brings together academics across six universities, three government partners at local, regional and national level, and ten practice partner organisations. SIPHER’s vision is a shift from health policy to healthy public policy. The aim is for all policy sectors to work together to tackle health inequalities and subsequently improve the population’s health overall. To achieve this, SIPHER has developed a range of tools and methods to support policy-makers, in practice, including when making decisions in relation to policy design and implementation.

The role of the Embedded Researcher is to help GMCA policy-makers and members of the GMCA Research Team understand, and be able to use, the tools and methods developed by SIPHER; helping to make sure that they have the greatest impact possible in a policy setting.

As an Embedded Researcher, you will form part of the wider SIPHER consortium and have the opportunity to work with academics from a range of institutions, and with Embedded Researchers in other organisations. You will also be part of the GMCA Research Team which comprises some 40 members of staff. We are a friendly and dynamic group, and there will be opportunities to work with other members of the team on cross-cutting projects, especially where there are opportunities to use SIPHER tools and methods.

Having started in 2019, SIPHER is reaching the end of its current funding period and will finish in March 2025. However, we will be embarking on a new academic collaboration which builds on SIPHER and involves many of the same academic partners: HealthMod. HealthMod will build on some of the tools created through SIPHER and help produce models and insight helping policy makers to better understand how economic policies can have an impact on the health of the population and reduce health inequalities. This work will include expanding the tools to include consideration of how wealth and debt can impact health, alongside income and employment. A key part of the work will also be to understand how policy makers best make use of these tools in order for the academic partners in HealthMod to tailor them to meet their needs and maximise their usage.

As an Embedded Researcher, you will work on both SIPHER and HealthMod whilst the two run in parallel until April 2025 when HealthMod will become your sole focus, along with contributing to other projects and activities in the GMCA Research Team.

About you:

We are looking for a candidate who is interested in understanding academic concepts, tools, and methods and is able to help translate these into practical use within policy-making, to ultimately benefit the population of Greater Manchester. To achieve this, the successful candidate will be curious about SIPHER’s (and later, HealthMod’s) academic concepts, tools, and methods but it is not expected that the Embedded Researcher becomes an expert in them all (as we have academics to drawn on for this). A key part of the role is spending time with SIPHER colleagues (often virtually), and with colleagues from across GMCA’s different policy directorates; the latter, to understand the policy challenges Greater Manchester is facing, in order to identify ways in which SIPHER can support. As such, developing and maintaining good relationships is important. Strong research and analytical skills are also needed as you will have a role in using the SIPHER tools and methods, such as .

Below are the skills and experience we are looking for. · Experience of undertaking research and analysis, with good analytical capabilities and data visualisation skills (potentially including experience of using Tableau, ‘R’ and similar tools), and some knowledge of qualitative research and analysis methods.

· An understanding of how data and evidence can be used to inform strategy, policy, and delivery, and how to maximise insight and intelligence from the research you undertake.

· A good understanding of the current public policy and political landscape, and the opportunities and challenges that organisations like GMCA are presented with.

· Ability to develop relationships with colleagues and understand different perspectives, particularly in terms of how people might make use of data and evidence.

· Confidence in sourcing, analysing, and presenting complex information to both specialist and non-technical audiences.

· Commitment to personal development and an eagerness to learn new techniques and approaches, including being self-motivated and able to use your initiative.

· Commitment to the development of yourself and others, and to identifying learning opportunities and encouraging the sharing of best practice.
