Advise management and staff on strategy and long-range interventions on portfolio, policy, operations and strategic partnerships. To conceive, develop and promote innovations in Bank Policy, operational procedures, project/program design in organization and management of operations in Health Management in IDB member countries. To provide advisory services and technical guidance in matter related to Health Management. Builds, collaborates, engages with and nurtures a network of developers to ensure that IDB follows best practices in project management and in development of sector strategy.

- Lead annual work program and budget preparation activities of the unit.
- Participate and contribute to the preparation of key strategy papers, new programs and knowledge product development to ensure the unit is contributing to the overall goal of the bank.
- Lead the analytical/economic and sector work (ESW) as well as sector dialogue during Member Country Partnership Strategy (MCPS) and programming missions.
- Provide technical input and lead the development, review and monitoring of Key Performance Indicators (KPIs) of the Health Unit and Core Sector Indicators (CSI) in IDB financed projects in Member Countries to ensure the highest level of efficiency is achieved.
Sector Portfolio Management:
- Undertake sector work in relation to Health to examine the issues, identify/assess the needs and required priority interventions, prepare related policy briefs/notes, and to keep abreast of international developments/advancements in the Health sector.
- Develop quality checklists and tools for Regional Hubs’ Project Team Leaders.
- Review the Project Concept Document, Project Appraisal Document, Report and Recommendations to the President prepared by the Regional Hubs’ Project Team Leaders.
- Provides guidance, vision and direction to the Regional Hubs’ Project Team Leaders on Bank’s policy and strategy related to Health as well as the new global Health themes.
- Capacity building of the Regional Hubs’ Project Team Leaders on new global Health issues and new strategies for global Health.
- Initiates new regional program across different hubs’ countries, which will have global impact on Health in Member Countries (MCs).
- Participate in missions in area of specialization in order to contribute to design of complex Health operations.
- Keep up to date the Health portfolio performance and tracks results to ensure work is done in an efficient manner.
- Provide implementation support to Regional Hub teams on Health-related projects
- Support Project Completion Report and overviews projects in the Health sector across the different regional hubs.
- Oversees the work of consultants and technical specialists to ensure consistency and conformity to Bank standards and manages in collaboration with sector agencies and donors.
Policies, Processes and Procedures:
- Contribute to the generation of ‘cutting edge’ knowledge in the Health sector on topics such as communicable and no communicable diseases, malnutrition, public Health, Health financing and Health systems development.
- Provide high-level policy advice to the government in the area of Health systems reform; offers international comparative perspectives, and recommends policy options and implementation strategies.
- Identify and assess policy issues and communicates findings/points of view verbally and through economic reports and papers. Plays an active role in the dialogue with the government and/or other stakeholders as part of Bank teams.
- Provide advisory and technical services to peers and colleagues, divisions and departments in Health related issues.
- Review and process operational documents and ESW, coordinating across disciplines and project components with other team members.
- Responds to ad hoc information requests from internal and external parties.
- Produce and publish regular country sector briefs on recent sector social-economic development trends, achievements, emerging challenges and government policy and Development Partners responses to ensure thorough understanding of the environment.
- Oversee to the design, review and implementation of the IsDB’s policies, procedures and guidelines relating to the Health sector interventions to ensure alignment with local and industry standards.
- Ensure compliance with IsDB’s policies and guidelines to ensure quality in the operational work of Health sector as well as maintaining good working relationships with various clients.
Knowledge Sharing & Innovation:
- Provide technical guidance and insights to team members to ensure all team members are able to deliver efficiently.
- Contribute to IDB knowledge repository by documenting best practices and lessons learned.
- Share knowledge as subject matter expert related to sector issues to enhance a knowledge sharing culture across the Bank that would allow it to create more value.
- Use innovative approaches in conceptualizing, designing and implementing Health projects and programs to ensure best practices are used and adapted to sector projects and programs.
- Collaborate with other pillars/sectoral teams to ensure dissemination of tailored knowledge and expertise to support project implementation, ensuring that cross-cutting issues such as capacity development, women’s empowerment, and social/environmental issues related to Health are adequately addressed.
- Share key knowledge and learning outcomes with the Knowledge Management and Institutional Learning Unit in areas related to Health.
Reporting & Communication:
- Design and prepare the monthly, quarterly and yearly progress report of the Health sector of the Operations Complex including Health Global Practices and Country Programs.
- Contribute to the effectiveness development report.
- Oversee the preparation of progress reports on all project cycle related activities in compliance with the Bank rules and procedures.
- Academic and Professional Qualifications:
- Minimum Bachelor’s Degree in Health. Master’s or PhD Degree in Health are highly preferred.
- Minimum 10 years of experience for Bachelor holder (or 8 years for Master holder or 6 years for PhD holder) in developing and implementing Health related policy, strategy, global practices, program/projects, of which 5 years in a multi-lateral development institution, or similar institution.
- Minimum 3 years of supervisory/managerial experience.
Skills & Necessary Knowledge:
- Knowledge of the latest development and trends in the Global Health Sector, globally and developing countries, in particular.
- Knowledge in conceptualizing and managing Health projects/ programs.
- Knowledge of the factors influencing Health sector, especially in the developing countries.

The department is responsible for providing independent E&S expertise, advice, guidance, and review of E&S risk management across the Corporation. The successful candidate will work closely with IFC’s Regional Departments and E&S, Industry, Communications & Outreach, and Legal teams to support regional and project-level CSO engagement, facilitate implementation of the Compliance Advisor Ombudsman (CAO) policy, and manage effective grievance resolution for project-affected communities. Duties and Accountabilities  •  Lead engagement and project support to enhance IFC’s responsiveness to stakeholder concerns, including E&S complaints brought to the IFC’s independent accountability mechanism, the CAO, or received directly by IFC (Direct Complaints), and concerns raised by CSOs. Advise project teams, and IFC clients on complainant engagement and contribute to problem-solving and complaint resolution. Strengthen IFC’s relationship with CSOs, fostering dialogue and building support for IFC’s operations and key institutional priorities. •  Liaise with CAO teams and support regional teams in the timely preparation and implementation of IFC’s responses to CAO cases.
