Governance Practice engagements include diagnostics, technical assistance, and advisory services; learning, innovation and knowledge management; preparation of financing operations and provision of project implementation support, monitoring and reporting. An important part of the Governance Practice’s responsibilities is to deliver operational support to other Practices, including through inputs for policy-based operations, hands-on implementation advice, and direct fiduciary due diligence of investment financing.
Europe and Central Asia Revenue Management Program
The Governance Practice has an extensive program of support on revenue management with active lending operations and analytical and advisory work in Uzbekistan, Tajikistan, Kyrgyzstan, Moldova and Ukraine and analytical and advisory work in Azerbaijan and Georgia. The Governance Program’s work on revenue management encompasses:
• Organization and governance
• Compliance risk management
• Business process simplification and digitization
• Data governance and IT infrastructure
• Taxpayer services and engagement
• International taxation
• Customs administration
• Local government revenue mobilization and property taxation
The Governance Practice operates as part of the Prosperity Department which also includes units working on: Economic Policy; Finance, Competitiveness, and Investment; and Poverty an Equity. Members of the Governance team often work with other Practices contributing the design, preparation, and implementation of operations, analytical and advisory work led by other practices. Much of the analytical and advisory work on revenue management is financed by development partners.
Duties and Accountabilities
The Lead Governance Specialist will report to the Governance Practice Manager. The Lead Governance Specialist will:
• Lead the Governance Practice’s engagement on revenue management across the ECA region and work across the Governance agenda as required.
• Develop and oversee a revenue management engagement strategy for ECA.
• Identify and develop business opportunities and mobilize financing for analytical and advisory activities related to revenue management and other fiscal management issues.
• Lead and support the design, preparation and supervision of World Bank Group financed investment and policy reform programs.
• Lead and support policy dialogue on revenue mobilization and other fiscal management issues with senior officials of client countries, regional institutions, and development partner agencies.
• Prepare and supervise publication of notes and reports on revenue mobilization and other fiscal management issues.
• Contribute to policy dialogue led by other practices, providing policy and technical guidance on revenue management and other fiscal management issues.
• Integrate the revenue management agenda in operations led by other practices, supporting the preparation of analytical products and design and supervision of operations.
• Represent the Bank in revenue and fiscal management related fora and events and liaise with key external partners to promote the Bank as a knowledge leader.
• Mentor junior staff and build a cadre of professionals able to support and develop revenue management operations.
• Contribute to the global knowledge program on tax administration issues and play an active role in the Community of Practice.
• Contribute to briefing materials, country policy and institutional assessments, country program products, and other on-demand outputs.
Selection Criteria
A highly motivated and passionate technical specialist with:
• A Master’s degree in a relevant field such as economics, public policy, law, or public administration.
• At least 12 years of relevant professional experience, ideally with experience working in a senior position in one or more government revenue management agencies.
• Excellent theoretical and practical understanding revenue policy and revenue management issues and a good understanding of broader fiscal management issues.
• Experience in the design and implementation of revenue policy and management reforms, and navigating the political economy of these reforms.
• Experience in the use of digital solutions in revenue policy and management, IT procurement and contract management.
• An excellent understanding and competency in business development and client engagement.
• A track record of building networks with international organizations, thinktanks, academic institutions, private companies with whom the World Bank can collaborate and bring value to client developments.
• Excellent conceptual and analytical skills, the ability to think strategically and innovatively about revenue policy and management as part of a broader development agenda and the Bank’s country engagement strategy.
• Familiarity with broader public administration reform issues and the ability to contribute across the Governance agenda.
• Excellent written communication skills delivering technical information in a clear, easily understandable, and effective manner.
• Excellent presentation skills, using charts, graphs and other data presentation techniques appropriately to communicate data, technical information, or complex concepts to specialists and non-specialists.
• Strong drive for results, taking personal ownership and accountability to meet deadlines and achieve agreed-upon results.
• Ability to function effectively as a team member of multi-disciplinary teams and resolve conflicts constructively.
• Experience with World Bank operational procedures, as staff or client, and familiarity with World Bank operational procedures would be an asset.
• Proficiency in English, ability to work in Russian would be an asset.
