Universal health coverage (UHC) is a vision of all people obtaining quality health services without suffering financial hardship. Achieving UHC is the central focus of WHO’s 13th General Programme of Work and a specific target of the Sustainable Development Goals (SDG3.8).

Advancing UHC is not an easy nor straightforward journey – it requires technical and political knowledge, skills and commitment to realize the vision of improved health outcomes for all. Notably, strong health leadership is essential to systematically guide and drive multi-faceted actions within and beyond the health sector. However, many health leaders have not received sufficient hands-on training or capacity-building support.

CAL team under the Data Strategy and Innovation (DSI) Group, plays a central role in providing guidance and support to the Member States’s capacity building. The team plans to analyze current capacity building and leadership programs and country needs, and develop a new strategy and implementation plan for future capacity building initiatives. The unit will also provide up-to-date skills and knowleged training for the countries in the region in collaboration with Headquaters, Member States and partners. These capacity building initiatives includes WHO fellowship, study tour, leadership programs (e.g. Global Health Learning Centre (GHLC), group training and online traninig (e.g. Pacific Open Learning Health Net(POHLN)) in the Region

Qualifications, experience, skills and languages

Educational Qualifications:  

Essential:

  • First university degree in public health, public policy, education, social science or related field from a recognized university. 

Experience:

Essential:

  • At least 5 years of experience in public health and health policy at national and international level. 

Skills/Knowledge:

  • Strong knowledge and understanding of health policy and communication in diverse settings including high, middle income and Pacific Island countries
  • Strong writing skills including developing concept notes, reports, and donor proposals
  • Technical and diplomatic skills to engage and collaborate with WHO teams, ministry of health, experts and partners.
  • Ability to think and work independently or with minor supervision to plan, design and implement a systematic approach to problem solving.
  • Ability to work harmoniously as a member of the team, adapt to diverse cultural and educational backgrounds and maintain a high standard of personal conduct

Languages and level required:

  • Expert knowledge of English
