ROLE PURPOSE:
Save the Children will be implementing Literacy Empowerment Alliance for a Resilient New-Generation (LEARN). A three-year project in the Southern most provinces of Thailand to build on Save the Children’s work in Thailand’s southernmost provinces by strengthening the nurturing caregiving, executive function, and high-quality preschool education programs at home and centres for vulnerable and conflict-affected ethnic minority Pattani-Malay boys and girls (ages 3-5) living in Raman District, Yala Province. In collaboration with educators, parents, community leaders, CSOs, and government partners.
LEARN project will be to provide support to kindergartens (K1-3) in 21 villages with the highest populations living under poverty in Raman District. Through this activity, kindergarten teachers and other ECD stakeholders in the area will be trained on how to use various methods and resources such as Reading Time, the Total Physical Response (TPR) Teaching Method, and Reading Corner, Community Resource Centres. Additional efforts will be made towards strengthening the Teacher Learning Circle (TLC) and ECD key teacher system.
The LEARN Project Officer will assist the LEARN Program Coordinator and LEARN Senior Project Office in implementation, partner engagement, data collection, monitoring, and evaluation in the field. The LEARN Project Officer will closely implement and monitor activities at the field level in coordination with project partners and co-lead increased home, community, and ECD center environments through the development of more age-appropriate, gender-sensitive, and inclusive supplementary materials.

Role Dimensions: LEARN Project Officer will assist LEARN Project team in working with two key partners; Yala Rajabhat University (YRU) and the Network of Women Against Violence in Southern Thailand (N-Wave). It also assists in coordinating with multi-sectoral representatives from the provincial, district, and sub-district levels such as government authorities, school directors, teachers, religious leaders, health workers, and representatives from the Southern Border Provinces Administrative Centre (SBPAC). The post holder will be based in Save the Children’s Pattani office.
KEY AREAS OF ACCOUNTABILITY:
Program Implementation:
- Assist LEARN Senior Project Officer to ensure that all planned activities are implemented on time, to quality measures and within budget as per the monthly plan. Where challenges arise, ensure that these are flagged early, communicated to LEARN Senior Project Officer and addressed in a timely manner way.
- Provide ideas, feedback and updates to the LEARN Project Coordinator on project progress
- Conduct regular field monitoring visits to observe and participate in partners’ activities and keep records of activities and report periodically on program progress with recommendations in a timely manner.
- Support to organize the event, workshop, training, and meeting with strategic partners, local authority, project steering committee, and relevant stakeholders.
- Support LEARN Senior Project Officer and MEAL officer to develop monitoring and evaluation project plans, and ensure its implementation
- Support the LEARN Senior Project Officer and Communication & Advocacy Coordinator to develop communication & advocacy project plans and ensure its implementation.
- Support in the preparation of all procurement and administrative documents required for program implementation.
- Ensure that the project is implemented in ways that are responsive to communities and children, in line with SC’s principles, values and strategic plan and compliant with SC’s procedures.

QUALIFICATIONS
- Thai nationality
- University graduated in one of these fields; Education, Non-Formal Education, Early Childhood/ Elementary Education, Educational Technology, Social development, Psychology, Monitoring & Evaluation
EXPERIENCE AND SKILLS
- Minimum of 3 years professional experience with education or child development work
- Experience implementing high quality training activities with vulnerable communities, preferably related to Education and/or child development
- Demonstrated commitment to improving the lives of children in the school and community.
- Strong understanding of the contextual situation related to education and child development.
- Ability to travel to the remote locations and work long hours at times.
- Fluency in Patani-Malay and Thai language required
- Strong interpersonal skills the ability to work collaboratively with others
- Experience of planning and organizing meetings and events, with a strong attention to detail
- Good computer skills (MS Office, including Outlook for email)
- Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches
