GENERAL CONTEXT
Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation. GENERAL OBJECTIVE
The objective of the Business Analyst will be focused on studying, identifying and documenting processes and software requirements related to learning / training management, working jointly with the rest of the ERP program and other Projects & IT Office units to propose the solution(s) that should support those needs in full integration with the overall HRIS landscape.
The Business Analyst will be accountable to the OCBA Head of ERP Program (Projects & IT Office).
MAIN FUNCTIONS AND RESPONSIBILITIES
- Obtain a deep understanding of learning / training management teams work and processes to recommend solutions and build high-quality requirements.
- Use a variety of techniques to understand requirements, such as interviews, workshops, surveys, site visits, and storyboards.
- Collaborate with HR/Learning, IT, and other stakeholders to shape requirements, providing alternatives and recommendations that align with organizational learning objectives, standardization and HRIS integration needs.
- Shape requirements by making recommendations and suggesting alternatives to proposed solutions.
- Understand and evaluate technical options, limitations, costs, and risks associated with learning / training management systems. Clearly communicate tradeoffs to HR partners and work with them to refine and prioritize requirements accordingly, and to recommend and agree on future solutions.
- Translate conceptual user requirements into clear, detailed functional requirements.
- Ensure alignment of specifications with the overall HRIS landscape and the organization’s strategic HR objectives.
- Work with business and IT teams to prioritize requirements.
- Document current processes to identify, jointly with HR Learning partners, inefficiencies and gaps. Assist in prioritizing opportunities to streamline these processes through technology and best practices.
- Create relevant artifacts, including business cases, scope documentation, and process flows specific to the learning and development domain.
- Work closely with the ERP program team and other IT units to ensure proposed learning management solutions are fully integrated into the overall HRIS ecosystem.
- Assist in evaluating and selecting commercial learning management solutions that align with organizational needs and integrate seamlessly with the HRIS landscape.
- Identify opportunities for continuous improvement in learning / training management processes and systems.
- Provide regular updates and reports to the Head of ERP Program on progress, risks, and any issues related to the learning management systems integration.
SELECTION CRITERIA
- University degree in a relevant field for the responsibilities of the position, or equivalent work experience.
- Minimum experience of 3 years working in IT, change, transformation, projects or programs, or alternatively in the context of OCBA HR.
- Previous experience in Learning & Development and Human Resource.
- Experience determining the explicit and implicit needs and requirements of various stakeholders is a must. Previous experience in a similar position is a strong asset.
- Previous experience working with MSF or other humanitarian organizations is a strong asset.
- User-level knowledge of Microsoft technologies and project management tools.
- Business analysis knowledge and/or certification is a strong asset.
- Fluency in English and Spanish is required. French is an asset.

- Great communication skills, including public speaking, writing skills and active listening, oriented to both technical staff, non-IT stakeholders and senior management. Ability to promote honest and respectful communication.
- Excellence at translating complex technical concepts to ideas that can be understood by non-technical people, to enhance understanding and drive positive outcomes.
- Experience determining the explicit and implicit needs and requirements of various stakeholders.
CONDITIONS
- Position based in any MSF-OCBA Hub (Barcelona, MSF-Spain office delegations, Bogotá, Amman, Dakar or Nairobi). Final location will be subject to the employability of the preselected candidate (residency, work permit, etc.).
- Temporary full time position of 3-4 months, secondment for internal candidates is possible.
- Annual gross salary: ·HQ 3A level + Secondary Benefits based on the MSF-OCBA Reward Policy. Subjected to local conditions.
- Starting date: During Q4 2024.
