The World Customs Organization (WCO) is an independent intergovernmental body, established in 1952 as the Customs Co-operation Council (CCC), whose mission is to enhance the effectiveness and efficiency of Customs services across the globe. The WCO represents 186 Customs administrations that collectively process approximately 98% of world trade. As the global centre of Customs expertise, the WCO is the only international organization with competence in Customs matters.
As a forum for dialogue and exchange of experiences between national Customs delegates, the WCO offers its Members a wide range of conventions and other international instruments, as well as technical assistance and training services provided either directly by the Secretariat, or with its participation. The Secretariat also actively supports its Members in their endeavours to modernize and build capacity within their national Customs administrations, as well as fostering international cooperation among them.
In June 2024, WCO Council approved a modernization plan for the Organization, which included a restructuring designed to address challenges identified by Members and the Secretariat which came into effect on 1 July 2025. The Human Resources (HR) Service has been heavily engaged in supporting this modernization process, whilst at the same time investing in building and developing a modern HR function.
The Human Resources Service is looking to recruit an official as a Learning & Development (L&D) Officer to join the team in Brussels. The post holder will be responsible for coordinating learning and development for WCO staff, including conducting learning needs analysis, coordinating logistics for internal and external training, facilitating and preparing materials for internal training, evaluation and supporting a culture of continuous development.
The L&D Officer will work closely with the other members of the HR Team, which is led by the Head of HR and comprises two HR Officers and an HR Coordinator. This is a small team, and it is important to be flexible and willing to take on different tasks as needed. In the event of capacity, the L&D Officer may be asked to support on other HR activities and initiatives.
This position would suit an individual with experience in learning and development, looking to grow their career in a truly international environment.
