NIWL’s portfolio includes projects in the college and career readiness, workforce development, education, justice, and research and evaluation areas. The Learning & Workforce Development Program Officer II will report to the Associate Director of Workforce Development and is expected to help coordinate and execute administrative and operational duties for the workforce portfolio, including the Department of Labor (DOL) and Department of Justice (DOJ) grants and the Youth Development Practitioner Apprenticeship projects, among others.
This position is fully remote and must be based out of the United States. Candidates who are able to work eastern time zone hours are strongly preferred.
Responsibilities:
Program & Project Management Support:
- Works within the Learning & Workforce Development team to guide and effectuate implementation of NIWL programs.
- Provides support for core project operations, such as setting up project workplans and timelines and monitoring grant deliverables and achievement of project performance objectives while adhering to scope and schedule requirements.
- Collects, compiles, and analyzes information and local program reports; synthesizes existing information and data into an overarching summary of progress on key project activities.
- Support youth engagement / direct-service programming and research best practices.
- Leads logistics for internal and external events related to project and/or technical area as suggested by the associate director.
- May serve as a mentor to other team members.
- Schedule Quarterly Calls/Meetings with grantees at least a quarter in advance.
- Develops and circulates agendas for internal and external meetings prior to the meetings, captures meeting attendance, takes meeting minutes and shares minutes following each meeting with key stakeholders; adds action steps to Workzone, as appropriate.
- Maintain shared calendar of events for all workforce development projects on SharePoint/Outlook.
- Facilitate member workshops as a growth opportunity when appropriate.
- Provides support to project management on presentations, meetings, events.
- Develops and maintain project SharePoint sites and Workzone workspaces.
- Documents and compiles program tracking data, accomplishments, challenges, and lessons learned among internal and external partners.
- Support Evaluation Coordination with sites, sending reminders and required templates as needed.
- Share Data Sharing Agreements and Safeguarding materials with grantees; responsible for obtaining and filing signed consent forms.
Collaboration/Communication:
- Maintain professional standard of communication with colleagues, consultants, grantees, and beneficiaries.
- Ensure work style contributes to team building and a professional environment where colleagues can work together productively.
- Foster cross-team and cross-department communication.
- Track and responds to general inquiries and correspondence.
- Download all photos uploaded to the website each quarter or shared via email throughout the quarter and sort and manage on SharePoint.
- Update the FHI 360 Connect / Vine, NIWL Resource Hub, Learning Management System, NIWL Central, and the Workforce Development & YDPA SharePoint sites, as needed.
Logistics/Operations/Finance Support:
- Drafts and reviews subaward packages for approval.
- Liaises with FHI 360 contract management team, contractors, and grantees regarding subcontracts and subaward process, including agreement execution, task completion, and invoicing.
- Collects and files documentation from consultants and sub-grantees. Monitors consultant activities, as assigned, including tracking consultant timelines, deliverables, and budgets; and partners with NIWL staff, internal units, such as finance and accounting. Schedules all technical and programmatic calls.
- Reviews expense reports and invoices for DOL Workforce Development Grants and YDPA projects prior to management approval.
- Manage logistics of program/workshop implementation, including updating Zaps, lab/workshop enrollment forms, and the Career Map launch form.
- Assist teams and individuals as needed in creating and utilizing Workzone, Teams and SharePoint spaces for their projects/team needs.
- Liaises with FHI 360 travel team to finalize and secure all travel logistics for annual convenings and trainings. all sub awardees.
- Provides logistical support for conferences and summits.
Content/Product Development:
- Supports the Content Development Program Manager, Associate Directors, and colleagues in the development of Learning & Workforce development guides, resources, toolkits, training materials, eModules, and member flow.
- Co-lead or determine content needs of sites proactively and responsively
Business Development and Proposal Management Support:
- Participates in specific areas of business development, such as contributing to the development of an organizational chart, timeline or workplan, organizing capability statements, or coordinating partners’ submissions.
- Conduct desk research (environmental scans) for potential workforce development locations.
- Conduct research on funders and funding opportunities
- Participate in other business development opportunities, as necessary.
Qualifications:
- Bachelor’s Degree or its international equivalent.
- Minimum of 4+ years of relevant experience.
- Demonstrated experience with Microsoft Office, especially SharePoint.
- Prior experience using or working within a Learning Management System (LMS).
- Prior work experience in a non-governmental organization (NGO), government agency, or private organization.
- International or domestic (US) program development or program management preferred, with full understanding of project/project management concepts and practices.
- Experience with youth development, workforce development, justice impacted youth, social justice, or reentry preferred.
- Working knowledge of concepts, practices, and procedures with project design.
- Excellent oral and written communication skills; proficiency in English is required.
- Ability to problem solve and implement corrective action as needed.
- Ability to prepare reports and provide information to management in a timely matter.
- Articulate, professional, and able to communicate in a clear, positive fashion with funder and staff.

- Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

The expected US Based hiring salary range for this role is listed below. Candidate FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.
Base salary is only one component of our offer. FHI 360 contributes 12% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.
US Based Hiring Salary Range: $63,000 – $74,000
International hiring ranges will differ based on location.
