In late 2015, UNHCR, WFP, UNICEF and the Lebanon Cash Consortium determined the need to more effectively coordinate the delivery of cash assistance to populations in need. An understanding between the four partners was reached in March 2016 to work together in developing a mechanism to channel all cash­-based assistance from the four partners through a common card and a common financial service provider – the Lebanon One Unified Inter-Organizational System for E-Cards/E-Transfers (LOUISE). As of October 2023, LOUISE is being used by UNHCR, WFP and UNICEF.
UNHCR, WFP and UNICEF are aiming to recruit a LOUISE Coordinator, based in Beirut. On a functional basis, the LOUISE Coordinator will report to the LOUISE Governing Body, composed of the LOUISE agencies’ Principals. In terms of administrative reporting purposes, UNHCR, WFP and UNICEF Principals agreed for the LOUISE Coordinator to be recruited by one agency only on a rotational basis, and for this function to report to the respective Deputy Country Representatives.
The incumbent’s core functions will be focused on coordination of LOUISE activities, including supporting the steering of LOUISE work streams between the different LOUISE agencies. The LOUISE Coordinator is expected to foster consensus between LOUISE agencies in an impartial manner and to ensure LOUISE’s products are generated effectively and in a timely fashion. The LOUISE Coordinator will report to the LOUISE Governing Body at each Governing Board meeting, as well as maintaining direct liaison and communication with the LOUISE Steering Committee and the different technical work streams.
Although the post formally reports to UNICEF, it will be accountable to the 3 Deputy Representatives of UNHCR, WFP and UNICEF. The LOUISE Coordinator will aim to maintain its independence considering the needs of LOUISE, whilst striving to build consensus among the agencies.

Education:
  • A Advanced University degree in Economics, Statistics, Data Science, Social Service, Social Science or First University degree with additional years of related work experience and/or training/courses.
Experience:
  • Some experience in working in cash-based assistance including in the context of social safety net programmes. At least seven years’ experience in project management and coordination, with at least four years’ experience in humanitarian programming, with direct experience in cash transfer programmes and inter-agency partnerships and coordination.
  • Private sector relevant experience, including on payment systems and digital solutions, will also be considered.
Language Requirements:
  • Fluency (level C) in English and Arabic
