The position of Legal Adviser directs the Office of the Legal Adviser, which is responsible for providing legal advice and a full range of legal services on all matters implicating the legal interest of the Organization, including legal opinions, Office documents, Memoranda or briefs, concerning its Constitution, membership, governance structure, rules and activities. All officials, whether at headquarters or in the field, in the performance of their functions are expected to seek legal advice and any necessary legal services on all such matters to enable them to act in the best interests of the Organization in accordance with ILO rules and procedures.
The Legal Adviser reports directly to the Director-General and, under the authority of the Organization’s constitutional bodies and of the Director-General, will perform the following functions:

- Provide timely, politically sensitive, high quality and sensible legal advice to, the ILO’s constitutional bodies (Director-General, International Labour Office, Governing Body of the International Labour Office and International Labour Conference) and the tripartite constituents of its Member States, as well as to the International Training Centre of the ILO in Turin. This includes:
- providing interpretations of, and drafting texts for, the Constitution, standing orders and rules of procedure of the ILO’s governing bodies, financial regulations and rules of the ILO, as well as international agreements and other legal instruments;
- providing interpretations and facilitating the drafting of international labour Conventions and Recommendations and other standards;
- providing advice relevant to the status of the Organization in the countries in which its headquarters and other offices are situated and in other Member States;
- representation of the Organization before the Administrative Tribunal of the ILO on employment related disputes with the officials of the Organization, and other legal work involving personnel questions, including interpretation and drafting of the Staff Regulations and other relevant internal rules;
- representation of the Organization, with respect to legal matters, including dispute settlement, in other international fora and vis-à-vis national authorities;
- providing advice and drafting texts for contracts and other commercial or private law matters;
- participation in relevant internal committees and other bodies, such as the Committee on Accountability, the Disciplinary Committee or the Compensation Committee.
- Lead and manage an integrated team of lawyers in carrying out the above duties. Establish and appraise workplan objectives and action plans, ensuring timely and quality completion within resources available.
- Provide advice on the legal, institutional and administrative and aspects arising from the attachment to the Organization of the Administrative Tribunal of the ILO servicing more than 40 other international organizations.
- Perform other relevant duties as assigned.
Education:
- Advanced university degree (Master’s degree or equivalent) in law.
- A first-level university degree (Bachelor’s or equivalent) in law with an additional two years of relevant experience, in addition to the experience stated below, will be accepted in lieu of an advanced university degree.
- A doctoral degree will be an advantage.
Experience:
- Minimum of 15 years of progressively responsible professional work experience in a legal field, including at the international level. Proven experience in a managerial function including direct supervisory responsibilities over a team. A record of academic writings in the field of public international law will also be an advantage.
Languages:
- Excellent command of two working languages (English, French, Spanish) of the Organization. Working knowledge of a third language will be considered an advantage.
