This position is located within United Nations Regional Office for Central Africa in the Office of the Special representative of the Secretary-General and Head of UNOCA. Incumbent reports to the Chief of Staff of UNOCA.
Responsibilities
Under the direct supervision of the Chief of Staff, the Legal Officer will be responsible for the following duties: • Assist the SRSG in all legal issues, particularly on matters of constitutionalism in the 11 countries covered by UNOCA; • Analyse arguments and opinions presented by both UNOCA colleagues and outside partners; • Give advice to the SRSG on numeric and written communications (letters, documents, position papers etc.) to and from all parties; • Provide authoritative legal advice on diverse range of issues within UNOCA’s area of responsibilities; • Prepare background materials, summaries of issues and reports of meetings of UNOCA; • Serves on various committees, ad hoc working groups and task forces, as required; – • Promotes the work of the United Nations and represents the organization at meetings, conferences, seminars, etc. • Contributes to the review and design of new, or new applications of, legal instruments, policy, guidelines, systems, etc. • Provide authoritative legal advice on substantive and procedural questions of law which may include those related to the administration and the management of the Office. • Contribute to the outputs of UNOCA through effective coordination and supervision of work/projects, ensuring the overall quality and consistency of technical work. • Provide high-level in-house legal counsel capacity, to include timely and authoritative advice, services and representation on highly complex or novel legal matters that can be readily implemented without substantive revisions. • Effectively determine strategy and approach to legal issues and develop innovative solutions to major problems/issues, which may arise. • Contribute to the development of policy, directives, and guidelines and to the dissemination of policies and best practices. • Demonstrate professional leadership and a high degree of persuasiveness and diplomacy to generate consensus with relevant parties on divisive legal issues. • Perform other duties as required.

Professionalism: Knowledge of international legal procedures and instruments, including criminal law, both substantive and procedural. Ability to apply legal expertise to analyzing a diverse range of complex and unusual legal issues and problems and in developing innovative and creative solutions in prosecuting complex criminal cases. Education
An advanced university degree in law with a specialization in international, administrative, or commercial law is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of 7 years of progressively responsible professional international legal experience, including legal analysis, research and writing and extensive experience in the field of public international law is required. Experience as Legal Adviser within the United Nations or an international organization is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English and fluency in both oral and written French are required.
