As a Legal Officer / Senior Legal Officer you will provide independent legal advice and analytical support in the negotiation, processing, and administration of sovereign and technical assistance (TA) operations, and other legal matters. You will report to the Assistant General Counsel and/or designated International Staff and will oversee administrative staff.
You will:
Project Processing and Administration:
- Provide independent advice and assist OGC Counsel on legal aspects relating to sovereign and TA operations, both for project preparation and administration.
- Prepare draft documents and advice on legal aspects of sovereign projects, including legal due diligence, and preparation of legal documentation consistent with ADB’s internal law, lending, and other operational policies.
- Obtain and review legal documents and administration matters, including legislation that may affect the project, and identify legal issues that may arise from project design, including issues related to environmental and social safeguards.
- Provide support to counsel in the review of concept papers, Reports and Recommendations of the President (RRPs), legal opinions, and other documents. Assess any legal issues/risks that may be involved or that need to be factored in designing the project.
- Support the process of signing and making loan documents effective, including reviewing legal opinions, and other documents received for loan effectiveness.
- Identify law, policy, and reform (LPR) issues and contribute to the development of LPR proposals and solutions.
- Contribute to OGC’s advice on enhancing ADB’s operational policies and participate in interdepartmental analysis and complex legal issues.
Legal Research and Support:
- Conduct research on legal and policy matters.
- Carry out research work on legal precedents in ADB, including supporting the formulation of legal views on sovereign project-related issues.
Supervisory Functions:
- Plan and schedule work assignments and provide advice to subordinate staff.
- Coordinate training and briefing sessions for members of the team.
Others:
- Perform other duties that may be assigned and reflected the incumbent’s workplan.
- Undertake special projects in support of OGC’s operations.
Qualifications:
You will need:
- Bachelor’s degree in law and member of the Philippine Bar, preferably with a master’s degree or its equivalent work experience in a multilateral financial institution, and preferably with advanced training.
- Minimum of 8 years of relevant professional experience, with in-depth knowledge of the project cycle from processing to implementation.
- Ability to communicate, present, and defend complex legal arguments and issues
- Ability to work in multi-cultural and multi-skilled teams.
- Ability to inspire trust and confidence and promote a strong culture of honesty, trust, and openness.
- Excellent analytical skills, attention to detail, and ability to concentrate
- Excellent written and verbal communication skills in English is required.
