Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
Scope of Work The Researcher will play a pivotal role in supporting the effective functioning of gender equality mechanisms within the legislative framework providing analytical support by preparing gender-sensitive legislative studies, conducting comparative analysis of proposed laws, and offering policy recommendations that promote women’s empowerment and equality in the legal framework. Through proactive research and data analysis, the Researcher will ensure that legislative initiatives reflect the social, economic, and legal challenges faced by women and contribute to the broader national efforts to enhance gender equity in Jordan.
Task 1: Gender-Sensitive Legislative Research:
• Conduct in-depth studies and analyses on women’s empowerment and gender equality, ensuring alignment with Jordan’s commitments and providing recommendations to enhance gender equality in legislation.
Task 2: Legislative Support and Policy Development:
• Assist the drafting of gender-sensitive policy briefs, offering legal observations on proposed laws, and supporting the formulation of strategic plans to promote gender equality.
Task 3: Coordination and Communication:
• Act as a liaison with gender-focused governmental and non-governmental entities, facilitating collaboration and alignment with gender equality priorities.
Task 4: Gender Analysis:
• Conducting gender analysis of new legislation or amendments to existing laws, with a focus on social and economic impacts on women.
Task 5: Preparing Studies on Draft Laws:
• Preparing in-depth studies on draft laws related to human rights, women, and children, with a focus on gender equality and women’s empowerment.
Task 6: Data Collection and Reporting:
• Collect, analyze, and present data related to draft laws and gender equality initiatives, producing reports and policy papers to inform decision-making and promote inclusive legislation.
Task 7: Provide advisory legal support to decision-makers as needed
• Offering legal observations on proposed draft laws and their consistency with current laws, with a focus on the gender issues of those laws.
Deliverables
Comprehensive Research Reports:
- Detailed reports on gender-sensitive studies related to women’s empowerment, analyzing the impact of proposed legislation.
Policy Briefs and Legislative Analysis:
- Policy briefs and analytical papers focusing on the gender implications of proposed laws, including recommendations to enhance gender equality.
Gender Impact Assessments:
- Formal reports assessing the gender impact of new laws or amendments, providing evidence-based evaluations of their social, economic, and legal effects on women and vulnerable groups.
Data Collection and Analysis Reports:
- Compiled and analyzed data related to draft laws and gender equality initiatives, presented in reports with insights that support legislative discussions and decisions.
Legal Advisory Notes:
- Written legal observations and advisory notes on the gender-related aspects of draft laws, ensuring their consistency with national and international gender equality frameworks.
Coordination and Communication Reports:
- Documentation of meetings, correspondence, and coordination efforts with other governmental and non-governmental organizations focused on gender equality and women’s empowerment.

Functional Competencies:

Required Qualifications
Education and Certification:
– Master’s degree in law, political science, Gender and Development, or another relevant field is required.
– A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
– At least 5 years of progressively responsible work experience at the national level in the field of legal reviews and gender-responsive legislation is required.
-Technical experience in legal research on gender-related issues is required.
-At least 3 years of experience working with government agencies and/or the public sector is required.
-Excellent analytical skills with a strong drive for results and capacity to work independently is required.
-Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required.
-Experience working in the UN System is desirable.
Languages:
Fluency in English and Arabic is required.
