Halte aux Mines AntiPersonnel (HAMAP)-Humanitaire is a French NGO, established in 1999 in order to contribute to the struggle against mines and the risks it presents to civilian population. HAMAP-Humanitaire is active in 13 countries and pursues a mission of support to local partners from the need assessment, through project conception and to its sustainable implementation. HAMAP-Humanitaire diversified its field of activity, to encompass two sectors: Engineering (WASH, construction, energy) and Mine Action.
HAMAP-Humanitaire has been supporting local partners in Iraq since 2017, through programs that have included IEDD trainings to national authorities, and support to local NGO activities such as EORE campaigns in under closure IDPs camps in Ninewa and Dohuk, EORE, NTS and improvised landmine clearance in Sinjar (Safer Sinjar Program).
HAMAP-Humanitaire is launching the “Mesopotamia’s Initiative for Rehabilitating Archaeological Tourism and Heritage” (MIRATH). The project addresses explosive ordnance contamination affecting cultural heritage sites in Dhi Qar, while supporting their preservation and rehabilitation. Implemented with Iraqi national authorities and provincial stakeholders, MIRATH combines mine action, heritage protection, and community recovery to foster safe tourism, strengthen national capacities, and promote sustainable socio-economic development. The project will require a range of administrative approvals, agreements and coordination, with key ministries at the central level in Baghdad and at the provincial level in Dhi Qar.
The Liaison and Project Coordinator will play a central role in the start-up and implementation of the MIRATH Project. They will be based in Dhi Qar and visit Baghdad regularly, acting as a focal point for engagement with national authorities and institutions. The coordinator will support HAMAP-Humanitaire’s senior management in securing the necessary approvals, clearances, and agreements, contribute to stakeholder mapping and analysis, prepare meeting notes, and ensure that all interactions with authorities are conducted in line with internal guidance and agreed negotiation frameworks.
Liaison and Project Coordinator will focus on day-to-day field coordination. Responsibilities will include liaising with provincial authorities and partners, coordinating logistical arrangements, and supporting project monitoring and reporting in close collaboration with HAMAP-Humanitaire’s technical team and the Admin-Finance Assistant.
Overall, the position requires adaptability, diplomacy, and strong communication skills, with the ability to bridge administrative, and operational dimensions of a complex, multi-stakeholder project.

Qualifications & Preferred Skills
Bachelor’s degree in Political Science, International Relations, Public Administration, Development Studies, or another relevant field.
While working for HAMAP-Humanitaire, completing the entrusted tasks, or presenting his/herself as working for the NGO, the following is expected by the future employee:
Systematically reporting to in-line manager his/her activities and seeking approval before undertaking any unplanned activity.
Acting in a proper way, according to HAMAP-Humanitaire values, with all actors: this excludes any discrimination on basis of nationality, ethnicity, religion, class, gender, sexual orientation or political affiliation.
