Responsibility 1: Liaison with Iraqi authorities
Aim: To support effective implementation of HI Iraq mission activities by ensuring smooth relations with authorities
Benchmarks: Developed stakeholder analysis, updated government liaison table, minutes of meeting, updated contact list, reduced delays in getting activities approvals
Activities:
- Liaise, on behalf of HI, with Iraqi Ministries (Ministry of Health, Ministry of Labor and Social Affairs, Labor, Education…), the Directorate of Mine Action (DMA) and Directorate of NGOs (DNGO) along with any other relevant authorities at Federal Iraq (FI) level and governorate levels and ensure HI project implementation is done in accordance with GoI procedures and norms
- Cultivate a network of key contacts among Iraqi authorities to keep HI mission up to date with changes in local dynamics
- Ensure that the coordination with authorities is sufficiently included as part of project planning and implementation phases, including revision/ratification of Memorandum of Understanding (MoU)s and projects approval
- Develop work plans, MoUs and other reports required by authorities, including yearly submission of DNGO financial report for Federal Iraq in close collaboration with HI KRG admin officer, and ensure their timely approval by relevant authorities
- Submit projects and reports through relevant online platforms when relevant/ applicable
- Support the Support service team in obtaining needed registration, visas and other authority approvals
- Coordinate the monitoring, evaluation and joint visits of HI implemented actions by the authorities
- Serve as the main focal point for the provision of information to the government on all aspects related to HI Iraq mission
- Serve as the main focal point for the provision of advice to HI teams on all aspects related to government interaction
- In all exchanges with the local authorities, promote HI values and ensure HI policies are known and understood
- Draft, file, and disseminate minutes of meetings
- Develop and update government liaison follow-up tools (letters reference, reporting)
- Ensure proper archiving of official letters, task orders, recommendation letters, reports and others in HI teams and in other relevant channels as needed
Responsibility 2: Liaison with HMA authorities
Aim: To support effective implementation of HI Iraq mission HMA activities by ensuring smooth relations with DMA and HMA actors
Benchmarks: Task Orders issued, reports submitted, workplans approved, SOPs approved, minutes of meeting, updated contact list, reduced delays in getting activities approvals
Activities:
- Communicate with DMA for project approvals and notifications through official letters for registration, accreditation, access requests, and importation of items.
- In close collaboration with Chief of Operations and PM, ensure required documents for clearance task orders, including the Task Order Request Form, Workplan, Cover Letter are developed and obtain signatures from the Country Manager, or the Chief of Operations as needed.
- Submit and track progress of clearance task orders, following up and sharing approvals with relevant teams.
- Submit various IMSMA reports including NTS, Hazard, weekly, monthly, spot task, and completion reports to DMA and channel mutual comments and feedback between both entities.
- Liaise with HI AVR team to modify rejected reports based on DMA feedback and share updated versions DMA for further instructions.
- Liaise with the PMs to Prepare required documents for EORE task orders, submit requests, follow up, and share approvals with relevant team members.
- Act as the main communication focal point in relation to training and joint learning and collaboration with HMA actor, prepare required documents, submit to DMA, follow up, and share approvals.
Responsibility 3: Internal, external communication and advocacy for HI Iraq
Aim: To improve external communication with the general public for HI Iraq intervention and in donor countries
Benchmarks: Number of communication products, number of media contacts, number of social media followers
Activities:
In close collaboration with Regional Communication advisor Ensure the following actions are taking place for Iraq mission and its partners when relevant:
- Support the Program teams for the preparation of a simple yearly communication plan
- Support the Country Manager, Ops Manager, Chief of Ops and PMs in planning/budgeting communication activities in new proposals
- Manage proactively the Iraq mission social media, with an objective to increase the volume of tweets/posts and of followers
- Support the Country Manager in managing potential contacts with national and regional media
- Liaise with / seek support from the regional Communication advisor to offer technical support for communication actions and awareness campaigns for PMs and country teams. This might include for instance: support/coordinate the collection of testimonies, based on requirements from HQ and/or media; revise/advice on TORs for external providers (photographers, video-makers, radios, TVs, advertisement companies, etc.); revise/approve from a technical/quality perspective the draft communication products of external providers.
- Conduct interviews (in person or remotely) with beneficiaries and/or staff (as relevant).
- Draft success stories, newsletter articles, leaflets, factsheets, and social media posts and tweets in both Arabic and English for use in HI channels and in traditional external outlets, in link with the Country Manager and the HQ Communication Referent.
- Upon request from the Country Manager, develop and monitor an action plan to produce a specific communication product, liaising with staff to ensure reports, publications, graphics and pictures are produced in a timely manner
- Translate documents and/or interprets conversation when necessary
- On a regular basis, upload success stories, testimonies and photos and archive them for the use on HI Inside for internal visibility and share them with the Operations Manager and the Country Managers for sharing with donors.
- When relevant, support the mission advocacy effort and act as the mission focal point for communication with regional and HQ advocacy focal points.
- Liaise with national and local authorities for developing advocacy papers
Facilitate communication with authorities to collect needed testimonies, conduct interviews, collect raw data, etc
Note that this job description must remain flexible to respond to additional tasks or changes identified by the line manager.
