The Libya INGO Forum (LIF) is an independent network of over 30 international non-governmental organizations (INGOs) implementing humanitarian, development, and peacebuilding programs to respond to the needs of the most vulnerable population living in Libya. LIF provides a platform to facilitate the work of its members and support them to address key issues of common interest efficiently and effectively. While LIF is hosted by IRC, it maintains its independence allowing it to effectively represent the perspective of all its members equally.

LIF is seeking Localization Coordinator to play a crucial role in strengthening local capacity. The role aligns with Global Compact commitments to support and champion the improvement of partnerships with, and capacities of, National Non-Governmental Organizations (NNGOs) and formal Civil Society Organizations (CSOs). The Localization Coordinator will ensure the inclusion of NNGOs and local CSOs in existing international coordination fora and chair the CSO Coordination Group. The ongoing localization pilot project and the development of a coordinated localization roadmap will further support the involvement and capacity strengthening of local organizations.

Job Overview/Summary:

The Localization Coordinator is responsible for leading and coordinating localization activities and projects. This includes promoting the inclusion of NNGOs and CSOs in existing international coordination fora, chairing the CSO Coordination Group, and building upon the localization pilot project throughout 2023 and 2024.

Major Responsibilities:

Localization Initiatives

• Develop a timeline and work plan, including setting targets for milestones and accountability measures.

• Continue the mentorship program for selected local CSOs, assist these CSOs in operationalizing the knowledge and skills acquired during the pilot project’s training sessions.

• Oversee LIF’s localization portfolio including continuing relevant efforts from LIF’s pilot initiative. This could include organizing a Training of Trainers for selected individuals from both CSOs and INGOs staff.

• Engage in a series of meetings and workshops with both CSOs and INGOs to develop a comprehensive Libya localization roadmap for 2024-2025 based on the inputs from the consultations.

• Coordinate between LIF Secretariat, LIF members, and other key stakeholders.

• Adhere to LIF policies, guidance, and procedures regarding its members, partners, and beneficiaries.

Coordination

• Provide support to the CSO Coordination Group by chairing and/or advising the group.

• Understand existing information, tools, best practices, and guidelines, harmonize efforts, and address challenges faced by local CSOs in Libya’s fragmented context.

• Facilitate regular meetings with the CSO Coordination Group members to share knowledge and experiences, foster connections between the members and other relevant stakeholders.

• Analyze the specific challenges faced by local CSOs in Libya’s fragmented context to understand barriers or/and obstacles influencing their operations and adapt strategies accordingly.

• Share regular status updates with the LIF Director, LIF members, the CSO Coordination Group, and other key stakeholders.

Essential Skills:

• Master’s degree in international relations, political science, development, or another relevant field preferred.

• 5+ years of experience in a conflict or post-conflict setting with an INGO in a coordination or project management role.

• 2+ years working on localization, or related efforts, or with local NGOs. Experience of working in complex humanitarian situations is preferred.

• Excellent analytical and presentation skills, and fluency and strong writing skills in English. Knowledge of Arabic is a major plus.

• Proven ability to work independently, prioritize tasks and meet deadlines.

• The ability to set realistic goals, independently identify solutions, and be accountable, dependable, and self-driven.

• Strong communication, inter-personal, facilitation, and diplomatic skills.

• Strong computer competency with word processing, spreadsheets, databases, and other IT skills (at minimum, MS Word, Excel, Outlook, and PowerPoint).

Desired Skills:

• Excellent problem solving, planning, organizational and interpersonal communication skills.

• Works well independently and under limited supervision.

• Innovative and resourceful, with an ability to make solutions work in adverse conditions with limited resources.

• Strong understanding of conflict sensitivity and protection.

• Knowledge of the Libya context or previous experience working in Libya, North Africa, or Middle East.

• Ability to facilitate meetings and trainings.
