Livelihood and Climate Resilience Technical Advisor – Erbil
JOB PURPOSE:
This position will provide leadership for the WV Iraq Livelihood and Climate Resilience programming. The position holder ensures the development and implementation of the WV Iraq Livelihoods and Climate resilience Program, strategy, technical program, including Cash and Voucher Program in collaboration with relevant stakeholders. This includes the provision of technical input into assessments, program design, budgets, monitoring and evaluation. Support the project managers and coordinators and develop their understanding of the technical approaches. Building links with other stakeholders including Government representatives, other NGOs in livelihood, Climate Resilience, and related sectors (e.g. child protection, Camp management, UN, health cluster and sub cluster, etc), lead in advocacy and effectiveness research related to Livelihood and Climate Resilience in partnership with M&E and Advocacy colleagues.
Working with SO and Donors in collaboration with the resource development team in grant acquisition around Livelihood and Climate Resilience areas. The position holder is also responsible for empowering and building capacities of the field staff and externally engaging and representing WV Iraq to the external key stakeholders.
KEY RESPONSIBILITES
Strategy, Program & Business Development
- Meet donors to preposition for new program ideas and models based on evidence.
• Coordinate with SO and be the focal person on resource acquisition and proposal development for livelihood and climate resilience opportunities
• Develop the technical/sectoral components of new proposals, in coordination with Resource Development, MEAL and operations teams ensuring quality proposal submission for greater impact.
• Provide input into budget of technical components within new proposals.
• Coordinate with the resource development team and operations for potential new proposals around Livelihoods, climate resilience, including cash and voucher programming based on emerging new needs and ensure documenting of evidence.
• Facilitate and ensure integration of Child protection, GESI, social inclusion and social cohesion in the proposal development processes and submission.
• Lead development of technical approaches and technical programs in alignment with strategy.
• Participate in the development of proposals for the Recovery and Resilience Pathways for Iraq (RRPI) program through the business development and donor engagement working groups.
Project Implementation, Monitoring and Reporting
• Provide leadership to ensure the overall technical quality of all WV Iraq livelihood and climate resilience programming, both through direct efforts and through mentorship and coaching of field-based projects.
• Ensure all programming and implementation follows WV Iraq’s standard technical approaches to each sub-sector, uptakes donor, international and country-specific guidance, minimum requirements, and global best practices.
• Support MEAL to develop assessment, monitoring & evaluation tools to measure livelihood and, climate resilience issues, including providing technical support.
• Work with MEAL to strengthen accountability mechanisms that ensure reporting channels are accessible to different genders, ages, ethnic, and disability groups.
• Review grant progress reports and M&E reports for the livelihood and climate resilience projects to ensure compliance with WV expectations and donor requirements.
• Provide technical leadership to livelihood and climate resilience and other sector-related research, case studies, learning reviews, and publications for WV Iraq and as part of WV Regional / Global initiatives relevant to Iraq or fragile contexts.
• Provide technical review of livelihood and Climate Resilience procurement related bids to ensure quality and value for money.
• Advise and support WV Iraq Project Managers/Coordinators who directly manage and implement livelihood and climate resilience projects to ensure quality implementation that meets International and WV standards and donor requirements.
• Lead action research and impact assessments in conjunction with MEAL focal persons and recommend changes to achieve quality impact.
• Strengthen good relationships with existing donors and explore potential donors focusing on livelihoods and climate resilience.
• Lead in developing, adapting, and contextualizing teaching and learning materials.
• Provide guidance/support to projects with livelihood and climate resilience programming, ensuring that WV Iraq and all partners implement livelihood and climate resilience interventions in accordance with industry and donor standards.
• Conduct periodic supportive supervision initiatives to provide technical backstopping and monitoring including for the RRPI program.
Advocacy, Networking and External Engagement
• Provide ongoing, quarterly context analysis on national ministerial changes/humanitarian context and opportunities for policy influence, particularly in the livelihood and climate resilience technical areas
• Plan and implement relevant livelihood and climate resilience-related advocacy initiatives at a national level with support from leadership
• Engage in regional (MEERO) and WVI coordination-related campaigns on livelihood and climate resilience.
• Review, develop, and implement WV Iraq’s livelihood and climate resilience advocacy strategy.
• Analyze the government’s livelihood and climate change policies that may further or constrain efforts to increase livelihood opportunities and climate mitigation and adaptation efforts and develop strategies/actions to respond to them.
• Build relationships with the RO, SO, and GC in areas related to livelihood and climate resilience.
• Lead the development of technical branding of WV Iraq’s livelihood and climate resilience efforts
• Showcase the good practices of WV Iraq in livelihood and climate resilience programs to internal and external audiences that promote the good work and reputation of WV Iraq
• Proactively engage with potential donors to pitch WV Iraq programming in Iraq.
Organizational and Staff Capacity Building
• Provide technical support to recruit livelihood and climate resilience-related and other technical staff (i.e., JD review based on existing standard JDs, technical short-listing, technical interviews, etc.)
• Develop and revise livelihood and climate resilience capacity-building plans and share them with P&C
• Review, update, and, where necessary, develop contextualized training or other guidance material for livelihood and climate resilience field staff based on project needs and assessment findings.
• Facilitate critical livelihood and climate resilience training packages as recognized by technical working groups.
Qualifications & Preferred Skills
KNOWLEDGE, SKILL AND EXPERIENCE
Required Education, training, license, registration, and/or Certification
• Bachelor’s degree in any area related to Livelihoods, economic development, Food Security, Agriculture, Value chain Development, Environment, climate resilience, etc. required
• Master’s Degree in the following areas.: Economic development, rural development, food security.
Required Professional Experience
- Strong understanding of Livelihoods and climate resilience programs, established Livelihoods and climate resilience practices, Minimum Economic Recovery Standards, EMMA, etc.
• Creative and able to come up with, embrace and coordinate innovative thinking, partnership building and problem-solving skills.
• Good analytical and writing skills.
• Good interpersonal skills, influencing skills and cross-cultural sensitivity;
• Effective in written and oral communication in English.
• Able to work on multifunctional tasks in the pressure of time and organizational changes.
• Strong computer skills including Word, Excel, PowerPoint
• Five years of technical expertise in the areas of livelihood and climate resilience programs
• Experience in capacity building processes, tools and methodologies
• Four years or more INGO experience in the humanitarian and development fields respectively
• Experience in needs assessment and project design, proposal development.
Experience in working with UN agencies, collaborating with relevant government ministries, and relevant Livelihoods and climate resilience donors
Preferred Experience, Knowledge and/or other Qualifications
- Experience participating in program design, implementation, monitoring and evaluation processes.
• Experience with women economic empowerment programs, and livelihood development and Climate Resilience programs.
• Experience with proposal writing, strategy development.
• Experience with Donors liaison, prepositioning and donor contract management
• Experience with working on commercial contracts.
Required Language(s)
Excellent written English, with fluency in speaking English and local languages.
Required travel and/or work environment accommodations
The position requires ability and willingness to travel up to 60% domestically to project sites, with occasional international travel.
