Background

The Norwegian Refugee Council (NRC) is an international non-governmental organisation of Norwegian origin, present in more than 25 countries worldwide. It has been working in the Democratic Republic of Congo since 2001. Its in country programmes focus on Education, Rapid Response to Population Movements (RRM), Protection and Humanitarian Mediation, Shelter, Water, Sanitation and Hygiene (WaSH), and Information, Counselling and Legal Assistance (ICLA), FSL for displaced populations, returnees and host communities.

What we are looking for:

The purpose of the Livelihood and Food Security (LFS) Specialist is to lead the technical development, strategic direction, and quality control of the LFS Core Competency within the DRC country office. The LFS Specialist provides expertise and is responsible for strategic advice, programme development, technical support and mentoring, training and capacity building of LFS teams. The LFS Specialist is also responsible for ensuring internal and external representation with LFS relevant actors and donors.

What you will do:

In this position, you will:

  1. Develop and implement LFS CC strategy, technical guidance and Macro Logframes that are aligned with regional and global strategies and priorities
  2. Compliance with and adherence to NRC policies, guidance and procedures
  3. Contribute to fundraising, develop and revise project proposals, budgets and donor reports
  4. Identify trends in technical standards and donor priorities
  5. Follow up on compliance with contractual commitments within the LFS CC,
  6. Ensure high technical quality and synergies with other CC in project design and implementation
  7. Provide technical direction in support to the project implementation
  8. Ensure that key learnings are extracted from the LFS programme implementation, and incorporate them in CC and staff development processes
  9. Provide training and build capacity of technical staff, and external stakeholders
  10. Represent NRC in relevant forums/clusters, including with national authorities and donors
  11. Promote the rights of IDPs, returnees, and other conflict affected populations in line with the advocacy strategy

What you will bring:

  • Minimum 5 years of experience within technical expertise area in a humanitarian/recovery context, including at least 2 years of specific expertise in LFS as Specialist, TA, PM or similar
  • Master’s degree or similar in relevant field of expertise related to LFS
  • Experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Professional Fluency in French and advanced level in English, both written and verbal
  • Knowledge of the context in DRC / Great Lakes Region
  • Experience in team capacity building
  • Technical knowledge and experience of the behaviour change and community engagement process in a humanitarian context
  • Experience from protection and advocacy work within the LFS sector
  • Solid experience in managing and implementing LFS responses in volatile and recovery contexts
  • Strong capacity in leading proposal development
  • Documented experience working with donors and conversant with their technical frameworks, strategic priorities and reporting requirements (e.g. ECHO, BHA, NMFA, SIDA,…)
  • Advanced understanding and experience on MEL processes and analysis with ability to devise and adapt approaches and tools to context
  • Experience from leading multi sector assessments and analysis
  • Ability to work closely together with other field staff and across sectors
  • High level of communication, representation, flexibility, and negotiation skills

What we offer:

  • Duty station: Goma, DR Congo (Goma is a non-family duty station)
  • Contract: 12-month contract (possible extension, dependent on performance & funding)
  • Travel: up to 30%
  • Salary/benefits: grade 9 on NRC’s scale
