Context

 

NRC has been present in Nigeria since 2015 and has been working to help displacement affected communities meet their basic needs, improve their livelihoods, access essential services, and enhance their resilience to future shocks through our six core competencies: Water, Sanitation and Hygiene (WASH), Shelter, Education, Information-Counselling and Legal Assistance (ICLA), Livelihoods and Food Security (LFS), Camp Management, and Protection from Violence. NRC provides immediate assistance during the onset of emergencies through the rapid response mechanism (RRM). With a workforce of 370 staff and presence in key locations such as Maiduguri (in Borno State), Yola (in Adamawa state) and Jos (in Plateau state), NRC is able to respond to the needs of those affected by the conflict across North-East, and North Central Nigeria.

In Plateau State, NRC has been present since 2021 and runs operations in the Bassa, Bokkos, Riyom, Mangu, Wase, Shendam Local Government Areas (LGAs) implementing Education, Food Security and Information, Counselling, and Legal Assistance (ICLA) activities.

The Area Office is implementing an innovative programme on conflict resolution, peace education, conflict management, access to housing, property and land rights while mainstreaming livelihoods support and education. To that end, the Area Office in Plateau is recruiting a Programme Manager to support the implementation.

 

What  you will do

  • Line management for LFS staff
  • Contribute to the development of strategy, technical SOPs / guidelines and Macro LFAs
  • Compliance and adherence to NRC policies, tools, handbooks and guidelines.
  • Responsible of development of funding proposal, project budgets and donor reports
  • Coordinate and manage projects implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements.
  • Ensure capacity building of project staff and transfer key skills.
  • Liaise and collaborate with relevant LGA and State level stakeholders, and represent NRC in relevant forums/cluster/working groups.
  • Implement technical direction and ensure high technical quality of projects
  • Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
  • Promote the rights of people affected by displacement in line with the advocacy strategy

Programme Development:

  • Contribute to situation analysis, identification of needs and participate actively in developing livelihoods and food security strategy in line with NRC Global Ambitions and Hallmarks
  • Lead design and conducting of quality technical and needs assessments working with Livelihoods & Economic Inclusion Specialist & MEL and timely submission of quality reports
  • Contribute to development of Concept Notes and Proposals
  • Working with MEL proactively lead and/or support documentation lessons learnt, best practices, case studies for projects to inform improved design of new projects and showcasing NRC work key stakeholders
  • Working with Area Manager, proactively engage with field level potential Donors through effective coordination and collaboration

Project Management:

  • Responsible for preparation and timely delivery of detailed projects implementation, procurement and budget spending plans whilst ensuring that off targets are timely identified and mitigated
  • Ensure that there is a quality partnership assessment, partnership plan and relevant MoUs and other support documentation and resources in place to work with local partners.
  • Responsible for staff guidance and technical capacity support on implementation modalities, plans and strategies. This include development and roll out of remote management plans, partnership strategy and plans, advocacy plan and risks analysis.
  • Ensure integration at both design and implementation of actions with other Core Competencies (ICLA, Education, WASH, CCCM, Shelter & NFIs, PfV)
  • Lead project staff planning and management and conduct staff performance management by ensuring clear objectives are set and conducting regular feedback sessions
  • Conduct frequent field visit to project areas to ensure quality implementation through technical and managerial guidance/support and monitoring
  • Conduct monthly project progress reviews including progress against objective, indicators, activities as well as budget vs actual and report to the Area Manager on the project progress.
  • Responsible for quality and timely preparations donor reports, project reports and any other NRC internal reports as required
  • Responsible for projects budget management and monitoring projects taking corrective measures and ensuring effective use of resources
  • Ensure compliance during projects implementation to Donor and NRC regulations working closely with Grants and LFS Specialist making reference to available guidelines
  • Work closely with the MEL team, to support continuous monitoring of project implementation, quality, measuring of all indicators as well as ensuring that accountability mechanisms (NRC Complaints & Feedback Mechanism) in place are reviewed, known to and utilised by beneficiaries.

 

Capacity building

  • Identify learning and training opportunities for LFS CC staff and partners and work as a mentor and role model for less experienced staff.
  • Working with LFS Specialist, contribute and/or provide necessary technical training and develop appropriate technical guidelines and materials to NRC’s and partner’s staff.

 

Representation, coordination and Advocacy:

  • Responsible for developing and maintain collaborative and effective partnership with NGOs/CBOs and government partners.
  • Ensure effective stakeholder participation throughout the project implementation.
  • Responsible for the development of advocacy messages within projects, ensuring linkages to overall Nigeria Country Programme  Advocacy Strategy
  • In collaboration with senior programme staff, assist in advocacy activities that target decision-makers at all levels.
  • In collaboration with LFS Specialist, feed in learning, experiences and evidence to relevant global advocacy objectives.

 

 

What you will bring

  • Bachelor degree in Social Sciences, Development studies, Rural Development, Agriculture, Livelihoods, Economics and/or other related discipline.
  • Minimum of 3 years of experience from working as a Project Manager in a humanitarian and /or recovery context and managing Livelihoods and Food Security interventions
  • Proven Experience in working with agriculture, livestock, aquaculture, income generation, financial inclusion and value chain development with strong experience in use of Cash and Voucher Assistance (CVA) as a modality
  • Experience in the food security and livelihood assessments, both field data collection and analysis.
  • Previous experience from working in complex and volatile contexts
  • Traceable experience in working with local CSOs in areas of identification supervision, sub-granting and capacity building
  • Good experience in managing multiple projects in a challenging environment
  • Strong ability to work with diverse groups/individuals – ranging from local partners, local authorities, humanitarian community and the private sector Proven ability in staff, donor contract & budget management
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal; as well as excellent report writing skills
