Main Job Purpose

provide overall supervision and follow-up on project activities, ensuring they are completed effectively, on time, within budget, and to agreed quality standards. This role includes supporting the Project Manager with the design and content of the vocational training component, ensuring that all activities meet project timelines.  Livelihoods Specialist will manage relations and communicate directly with Vocational Training Centers and business owners, overseeing and coordinating the implementation of training activities and job placement within the project design. Additionally, He/she will resolve day-to-day issues related to the vocational training component and job placement activity implementation. this position will be subject to donor funding 

DUTIES AND RESPONSIBILITIES:

  • Operations: Manage day-to-day activities.
  • Managing and co-coordinating all aspects of designated engagement projects, mainly Vocational training, on job training, communication with local authorities, DoLSA, JCF etc
  • Actively managing project activities, procurement process, and personnel to ensure projects are delivered within time and budget.
  • Arrangement of Training site, Ensure the timely delivery of trainings and activities, and delivery of training to selected beneficiaries in coordination with Filed staffs.
  • Evaluating projects progress in order to capture and share learning from what do, and to facilitate a culture of continuous individual and organizational learning.
  • Ensure the effective monitoring, evaluation and documentation of the submitted project plan and follow up with Project Manager on progress.
  • Submit the weekly plan/ monthly plan i.e. field visit, procurement, budget forecast.
  • Coordination with local authorities, I/NGOs working in the area to avoid the duplication of work/resources.
  • Support and manage activity management tier to ensure that field-based operations are effectively managed and efficiently run with required out puts of project as under this role different project modalities are planned.
  • Provide required inputs in the, both narrative and quantitative to Project Manager.
  • Coordinate the preparation and monitor the implementation of project work-plan, and financial reporting and forecast in consultation with the Project Manager.
  • Coordination with procurement and Finance staff, submission of procurement request, service delivery follow-up on cash delivery at field level.
  • Provide the mentorship support to selected BNFs and ensure the sustainability of the jobs by addressing the gaps.
  • Develop the quality reporting formats to ensure that all cash based programming compliance is captured.
  • Ensure the coordination and communication with the business owners of the private sector and the institutes or centres of training of vocational workshops.

Qualifications & Preferred Skills

Education: Bachelor’s degree in any area of knowledge, preferably in development studies, business administration, economics, social sciences, and gender studies.

Experience:

  • At least 3 years of experience in providing technical supervision and support for the implementation of vocational training and job placement.
  • Knowledge of the Iraqi Labor law and policies.
  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform; willing to travel to the project locations in Nineveh.
  • Well-developed organizational and planning skills.
  • Punctuality and respect for rules and procedures.
  • Must be able to maintain highest level of confidentiality regarding work-related information and data.
  • Excellent coordination and analytical skills. Experience in conflict resolution and problem-solving is an asset.

Computer Skills:

Very good computer skills in Microsoft office and any other system will be a plus.

Languages:

Excellent written and spoken Arabic and English Ability to communicate in English to at least an Intermediate level. Additional languages are a bonus.
