Purpose of Activity/Assignment:

UNICEF Eswatini, in partnership with CDC Eswatini, is implementing a project whose main objectives are (a) to disseminate the findings of the Violence Against Children and Youth Survey 2022 (VACS 2022) to key national child rights stakeholders, (b) to develop a National VACS Plan (complementary to the National Strategy to End Violence) and (c) to support the use of VACS data to develop, improve, and enhance prevention and response strategies to address violence against children and youth. The project outcome is that key national multi-sector stakeholders active in child protection in the country are enabled to use evidence in legislative, policy and programme decisions.

The UNICEF Eswatini country office is seeking the services of a consultant to support implementation of the UNICEF/CDC collaborative Data to Action project described above.

Scope of Work:

Under the general supervision of the Chief of Section LLPD and day-to-day guidance of the Child Protection Specialist, the consultant work to implement the following:

a) Lead the implementation and monitoring of all project activities.
b) Coordinate consultations and engagements with all relevant project stakeholders.
c) Lead the development of the National VACS Action Plan (an addendum to the Strategy to End Violence).
d) Facilitate the production, quality review and dissemination of all project knowledge products.
e) Develop and finalize all project reports, including monthly progress reports against agreed deliverables, final project report and lessons learned document.

Minimum Qualifications required:

Masters : A minimum qualification of a Master’s in either Social Sciences, Development Studies, Monitoring & Evaluation, or related disciplines.

Knowledge/Expertise/Skills required:

a) Proven knowledge and experience in project implementation, monitoring and coordination.
b) Strong coordination skills, with ability to work with multi-sector national stakeholders
c) Traceable examples of professional work in assignments of similar magnitude
d) Strong research skills and experience developing knowledge products from data, will be an added advantage.
e) Relevant and similar work in child rights (particularly VAC) in Eswatini will be an added advantage.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
