UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the Millennium Development Goals. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support primarily local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will take into account capacities, economies of scale and sector issues.

It has a field office in Cotabato City, the second largest city in Mindanao, southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Autonomous Region of Muslim Mindanao and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoon storms.

How can you make a difference?  

Scope of Work:

Under the direct supervision of the Child Protection Specialist and DRR Officer and with the support of sectoral focal points of the Emergency Technical Team, the consultant shall do the following key tasks and responsibilities:
– Needs Assessment: Conduct desk review and assessment to understand the specific requirements and challenges faced by DSWD and government member agencies, its regional offices, and other stakeholders in providing technical assistance on the implementation of the Local CEPC plan development.
– Content Development: Develop comprehensive training materials that cover all the components of the CEPC including the development of localized plan, ensuring that they are clear, concise, and aligned with the goals of the program.
– Curriculum Design: Organize the training content into a logical and effective curriculum, including the sequencing of topics, learning objectives, and expected outcomes.
– Instructional Design: Employ instructional design principles to ensure that the training materials are engaging, interactive, and suitable for adult learners. This may involve the use of various teaching methods, including presentations, case studies, group activities, and assessments.
– Resource Materials: Develop supplementary materials such as handouts, worksheets, templates, and reference documents to enhance the learning experience.
– Accessibility: Ensure that the training materials are accessible to a diverse audience, taking into consideration factors like language, culture, and the needs of participants.
– Review and Feedback: Collaborate with DSWD and other relevant stakeholders to gather feedback on the training materials and make necessary revisions to improve their quality and effectiveness.
– Pilot Testing: Conduct pilot sessions of the training to identify any issues or areas for improvement and refine the materials accordingly.
– Documentation: Prepare documentation, including a trainer s guide, participant manuals, and any other necessary documentation to support the successful delivery of the training.
– Evaluation: Develop methods for evaluating the effectiveness of the training, including post-training assessments and surveys to measure knowledge transfer and participant satisfaction.
– Final Deliverables: Submit the finalized training materials, curriculum, templates, and menu of key CEPC programmatic interventions, and any supporting documentation to the DSWD for their use and distribution.
– Technical Support: Provide ongoing technical support and guidance as needed during the
implementation of the training program.
* The consultant s role is to ensure that the training design is comprehensive, effective, and tailored to the specific needs of the DSWD and its stakeholders in assisting LGUs with CEPC Plan development.
* The consultant may interview children as part of consultation and gathering feedback and would approximately spend a total of 10 hours interaction with children with supervision from a UNICEF staff. The consultant will also undergo an orientation on the Child Protection and Safeguarding Policy.
Tasks/Milestones:
Inception Phase:
– Conduct an in-depth assessment of the LGUs current knowledge, resources, and capacity related to CEPC plan development. Identify their specific challenges and requirements.
– Collaborate with key stakeholders, including LGU representatives, DSWD officials, and relevant community organizations, to gather input and insights into the workshop’s objectives and content.
– Support in the desk research and secondary review of data re; CEPC implementation.
Content Development Phase:
– Define clear and measurable learning objectives for the workshop. These objectives should align with the goals of CEPC plan development and address the identified needs of the LGUs.
– Create a detailed workshop curriculum that outlines the topics to be covered, the sequencing of sessions, and the expected outcomes.
– Develop workshop materials, including presentations, handouts, templates for LGUs and other stakeholders, menu of key CEPC programmatic interventions, and any other resources that will aid participants in understanding and implementing CEPC plan
development concepts.
– Design interactive activities and exercises that allow participants to apply what they have learned, encourage collaboration, and foster a practical understanding of the CEPC planning process.
– Develop a facilitator s guide that provides detailed instructions on how to deliver each session of the workshop, including suggested discussion points and timing.
LGU Workshop Pilot:
– Conduct a pilot workshop to assess the effectiveness of the workshop design and make necessary adjustments based on participant feedback and outcomes.
– Develop mechanisms to monitor the impact and effectiveness of the workshops over time.
– Gather feedback from LGUs and stakeholders for continuous improvement.
Analysis and Reporting:
– Prepare comprehensive documentation, including a workshop agenda, participant materials, and facilitator guides.
– Provide ongoing technical support and guidance to facilitators or trainers during the implementation of the workshops.
– Prepare a final report summarizing the workshop design process, outcomes, and recommendations for future iterations.

Deliverables:

Inception Phase:

1. Assessment Report on the LGU issues and concerns and other stakeholder’s capacity requirements related to CEPC plan.
2. Draft CEPC Training design and Facilitators Guide.
Content Development Phase:
1. Detailed workshop curriculum, presentation materials, presentations, handouts, templates for LGUs and other stakeholders, menu of key CEPC programmatic interventions, and any other resources that will aid participants in understanding and implementing CEPC plan
development concepts.
2. Facilitator s Guide.
LGU Workshop Pilot:
1. Documentation on the conducted workshops and activities part of the development process.
2. Monitoring Mechanism to evaluate the workshop outputs.
3. Revised tools and materials based on the results of the pilot workshop.
Analysis and Reporting:
1. Comprehensive Report summarizing the workshop design process, outcomes, and recommendations for future iterations.

To qualify as an advocate for every child you will have… 

  • Bachelor’s degree or higher in a relevant field such as disaster management, emergency response, social work, public administration, education, or a related discipline is often preferred.
  • Expertise in CEPC Planning: Demonstrated knowledge and experience in the field of Comprehensive Emergency Program for Children planning and child protection, including familiarity with relevant laws and guidelines.
  • Workshop Design Experience: Proven experience in designing and developing workshops or training programs related to disaster
    preparedness, child protection, or similar topics. This may include creating curriculum, instructional materials, and activities.
  • Understanding of Local Context: Familiarity with the local context and challenges faced by LGUs in the region where the workshops will be conducted.
  • Communication Skills: Strong written and verbal communication skills, as the consultant may need to prepare documentation and present information clearly to diverse audiences.
  • Project Management: Good project management skills to plan, execute, and monitor the development and implementation of the
    workshop design.
