UNICEF has been an active partner of the Government of the Philippines and civil society in realizing the rights of every Filipino child, in line with priorities to achieve the Millennium Development Goals. UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support primarily local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will take into account capacities, economies of scale and sector issues.

It has a field office in Cotabato City, the second largest city in Mindanao, southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Autonomous Region of Muslim Mindanao and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoon storms.

How can you make a difference?  

Scope of Work:

This stakeholder and services mapping will identify and diversify UNICEF’s engagement and collaboration with organizations of persons with disabilities and women and girl-led organizations and support to disability-specific/related programmes and services. The findings of the assessment and mapping will be used to further the advocacy and interventions for persons with disabilities in the Bangsamoro Region.
Under the technical guidance and supervision of UNICEF, the consultant is expected to:
a. Submit an inception report (max 10 pages) based on Innocenti Quality Assurance Inception Report Template that includes background, methodology, tools, database information required, timeline and budget.
b. Carry out a desk review of existing guidelines, laws, policies, programmes, and services for persons and children with disabilities. This data will be developed by the consultant into a user-friendly database (i.e., Excel, MS lists, Awesome Tables, etc.) that includes relevant information on OPDs, WGLONs, incorporating the policies and services available and unavailable for persons and children with disabilities in BARMM.
c. Conduct an analysis of the factors that promote or prevent persons with disabilities to access disability-specific/related programmes and services through an estimated 6 Key Informant Interviews (KII) and 2 Focus Group Discussions (FGD) with persons with disabilities in BARMM.
d. Do a desk analysis/review of potential implementing partners in the BARMM (OPDs and WGLONs) whose mandate align with UNICEF and that are interested in supporting UNICEF’s strategies on disability inclusion and gender.
e. Run an estimated 6 KIIs and 2 FGDs among potential implementing partners and assess their levels of readiness to collaborate effectively with UNICEF Philippines, their capacity building needs and areas of synergy and conflict with UNICEF’s mandate. Estimated completion rates are 10-15 OPDs and 10-15 WGLONs.
f. Submit a final report summarising the background, data collection (desk analysis, survey and KIIs/FGDs) with accompanying final presentation of findings, results, and recommendations, with database (mentioned in b) as annexes.

Tasks:

1. Inception Report (after incorporation of feedback from Advisory Group) including methodology, final research questions and tools.

2. Findings Report (after integration of all comments) and Presentation to UNICEF.

3. Final Report summarizing the background, data collection (desk analysis, survey and KIIs/FGDs) with accompanying final presentation of findings, results and recommendations, with databases as annexes, presentation to UNICEF. Final report should be accessible (with basic accessibility features, such as alternative text).

Deliverables:

✓ Inception meetings with UNICEF and critical stakeholders, including government institutions.

✓Desk review of documents related to guidelines, laws, policies, programmes, and services (national and sub-national levels) specific or 

related to persons and children with disabilities.
✓ Desk analysis of potential implementing partners in the BARMM (OPDs and WGLONs) whose mandate align with UNICEF and that are interested in supporting UNICEF’s strategies on disability inclusion and gender.
✓ Inception report writing (including desk review of documents as mentioned above), development of research instruments/tools and framework for analysis, data management and protection, and ethical standards [including Child Protection Policy and Prevention of Sexual Abuse and Exploitation).
✓ Formation of an Advisory Group led by the Ministry of Social Services and Development (MSSD).
✓ Revise inception report based on comments of the Advisory Group.
✓ Conduct an estimated 6 KIIs and 2 FGDs with experts and organizations working on disability inclusion and gender equality within the identified areas1 to identify (from the desk analysis of potential implementing partners) OPDs and WGLON levels of readiness to collaborate effectively with UNICEF, their capacity building needs and areas of synergy and conflict with UNICEF’s mandate.
✓ Conduct an estimated 6 KIIs and 2 FGDs with stakeholders and people/children with disabilities to identify the factors that promote or prevent persons with disabilities to access disability-specific/related programmes and services.
✓ Conduct survey to identify (from the desk analysis of potential implementing partners) their levels of readiness to collaborate effectively with UNICEF Philippines, their capacity building needs and areas of synergy and conflict with UNICEF’s mandate. Estimated completion rates are 10-15 OPDs and 10-15 WGLON. ✓ Develop a user-friendly database (i.e., Excel, MS lists, Awesome Tables, etc.) that shows the different services available for persons and children with disabilities, existing OPDs and WLONs in the BARMM Region.
✓ Submit final report (with layout) to UNICEF for review and approval.

Qualifications and Competencies of Successful Consultant

  • University degree in one of the disciplines relevant to the following areas: social sciences (i.e. sociology, demography, psychology, political science, social policy or economics), public health, public policy, public administration, international development, or in area relevant to UNICEF’s sectoral work (e.g. Health, Nutrition, WASH, Education, Child Protection, Social Inclusion, HIV/AIDS, etc).

Knowledge/Expertise/Skills Required:

  • Demonstrable experience developing and delivering stakeholder and service mapping and analysis for programming or policy influencing purposes for government, United Nations, and/ or other international organizations.
  • Knowledge and experience on humanitarian assistance and disaster management, including BARMM disaster management mechanisms and its networks, BARMM socio-political context.
  • Excellent research, interview, and focus group discussion facilitation skills in English and/or Filipino.
  • Excellent analytical and report drafting skills.
  • Demonstrable experience/exposure to human-induced disasters as well as in conflict settings.
  • Good understanding of cross-cutting issues relating to gender equality, disability, and social inclusion.
  • Ability and willingness to work remotely with minimum supervision.
  • Able to work flexibly and responsive to changes as part of the review and feedback process, while keep committing to meet agreed deadlines.
  • Previous work with the UN and/or familiarity with UNICEF work is desired/an advantage.
