Ashor Foundation for Relief and Development (ARD), in partnership with Welthungerhilfe (WHH), is implementing an 18-month Social Cohesion and Peacebuilding Project in Baquba District, Diyala Governorate. The project aims to strengthen sustainable peace through dialogue, community engagement, and the establishment of a community-based Early Warning and Response System (EWRS).
Purpose of the Consultancy
ARD is seeking a qualified Local Consultant to lead the design, development, and documentation of a context-specific, community-owned EWRS for Baquba District. The system will support early identification of community tensions and strengthen timely response in coordination with local authorities and the Diyala PVE Committee.
Key Responsibilities
- Conduct a comprehensive conflict analysis in Baquba District
- Facilitate inclusive stakeholder consultations (youth, women, minorities, community leaders, and authorities)
- Design a functional EWRS framework, including indicators, monitoring roles, reporting and response mechanisms
- Integrate water governance and agricultural livelihood-related conflict indicators
- Support validation and formal endorsement of the EWRS by the Diyala PVE Committee
- Produce high-quality technical reports and an operational EWRS manual
Conduct frequent field visits (estimated 50% of working time) to villages and sub-districts across Baquba District
Qualifications & Preferred Skills
- University degree in Peace & Conflict Studies, Social Sciences, or related field (Master’s preferred). Degree to be clearly listed in CV – no need to attach certificates at application stage
- Minimum Between 8–12 years of experience in conflict analysis, peacebuilding, or social cohesion in Iraq
- Proven experience in early warning systems, conflict monitoring, or community alert mechanisms
- Strong knowledge of Diyala governorate, local governance, and PVE frameworks
- Experience with community consultations and participatory processes
- Understanding of water governance, agriculture, and resource-based conflict dynamics
- Excellent Arabic communication skills; English is an asset
