The local field security officer has the responsibility at local level, for preserving and maintaining the safety and security of WHO personnel and assets, including premises and programmes, in compliance with the policies and procedures of the United Nations Security Management System (UNSMS) in order to enable the implementation of WHO’s emergency incident management system in the country.
The incumbent will perform all or part of the following, and other related responsibilities as required by the needs of the office.
● Support the incident manager and the head of the WHO office on maintaining the safety and security of WHO personnel, premises, and assets in compliance with UNSMS and WHO Security Management policies and principles.
● Support the head of the WHO office with independent analysis of emerging security threats to WHO personnel, operations, premises and assets, by monitoring the security situation across the country, coordinating, and undertaking security risk assessments for the country office and suboffices.
● Propose, develop and support the implementation of risk management measures, and contingency plans, and recommend Standard Operating Procedures (SOPs).
● Support the country office and suboffices to have an acceptable level of compliance with Minimum Operating Security Standards (MOSS) and SRMM; monitor the implementation of the technical security measures outlined in the Security Plan, MOSS and SOPs; and facilitate staff members’ adherence to security measures and guidelines.
● Support the design, in cooperation with the data team and the field coordinators, of an effective system to track WHO staff and responders throughout the country, including to enable field coordinators to update staff, consultants, partners and dependents present at their respective field locations.
● Propose proper accommodations, with adequate security measures for all staff and responders, ensuring their safety and well-being.
● Support the security awareness of, and conduct training for all WHO staff, contractors, eligible dependents, and eligible partners in accordance with WHO policies and UNSMS standards, including briefing on radio communication, convoy, security and evacuation procedures and other security issues and precautions to be taken.
● Facilitate the operationalization of rapid alert systems for relevant and real time information and updates about the prevailing security situation; and in close coordination with the logistics’ team, ensure that all deployed staff and responders are provided with standard communication equipment upon arrival.
● Ensure WHO’s participation in the United Nations Security Cell, establishing/maintaining contact with all relevant national authorities, including national security agencies as appropriate.
● Supervise any assigned personnel.
Essential: A university degree (bachelor’s) in police science, or business administration, political/social sciences, psychology or international relations with a focus or training, certification in security management. Or equivalent military or police academy degree or training. Formal training in security risk management.
Desirable: Formal qualification in public health; courses in communication techniques and/or graphic design, visual language in the use of social media. Training in risk communication would be an asset.
Essential: A minimum of two years of experience in security management, at the national level. Some experience in training and guiding staff on security issues.
Desirable: Previous experience in an emergency, conflict/post-conflict/crisis environment.
● Security and risk management methods, including within the UN security management system.
● UN field security operations and in particular the operations conducted within the framework of an outbreak and health emergencies.
● Interpersonal and effective communication skills.
● Skills to work under pressure.

REMUNERATION
Remuneration comprises an annual base salary starting at PKR 6,660,340 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
