Background:

The Mission in Kosovo’s core mandate focuses on institution- and democracy-building, as well as human rights. It works mainly in the areas of protection and promotion of human and community rights; good governance, gender equality and civic participation; the training of judicial personnel, the Kosovo Police and public administrators, and electoral support.

The OSCE Mission Law and Justice Section monitors and reports on the work of the judiciary, prosecution and advocates and assesses their compliance with international human rights and rule of law standards. Its activities focus on the improvement of performance of the justice sector and support to non-judicial institutions in defending human rights. The Mission also reviews legislation to identify human rights and rule of law concerns and helps institutions develop and implement legislation.

The selected intern will have the opportunity to familiarize herself or himself with various rule of law and human rights issues in the Law & Justice Section within the Department of Human Rights and Communities (DHRC), specifically as it relates to rule of law monitoring, advice or advocacy related matters. The intern will also have the opportunity to develop his or her professional skills, particularly related to legal drafting and analysis and human rights, and gain practical work experience in a multi-institutional organization.

Specifically, the intern will have the opportunity to learn about the day-to-day and practical working environment of the OSCE, specifically related to rule of law and human rights programmatic work, so that he or she can increase his or her knowledge and understanding of the Mission’s mandate, particularly related to institution-building, democracy assistance, rule of law, and monitoring and promotion of human rights.

During the 6-month assignment in OSCE Mission in Kosovo, an intern will provide assistance to the LJS with project activities in the areas of rule of law and access to justice. An intern will assist in reviewing Section’s monitoring tools and will assist with development of reports based on the results trial monitoring. An intern will also provide an in-depth review of applicable standards and laws for further support with reports, guidelines and other relevant documents. The intern will assist LJS staff on project development and will also be tasked to participate in various project activities and meetings with stakeholders, such as in its legal education and legal aid programmatic activities. Though such tasks and learning opportunities, the intern will learn about key rule of law principles and international human rights standards and develop his or her professional skills. 

Tasks and Responsibilities:

Under the overall supervision of the Chief of LJS, the intern will be requested to carry out the following duties which will provide learning opportunities, and develop professional legal skills and human right knowledge, related to the OSCE’s mandate as it relates to promotion of the rule law, human rights and institution building:

  • The intern will have the opportunity to learn about the day-to-day working environment of the OSCE, specifically related to rule of law and human rights programmatic work, so that he or she can increase his or her knowledge and understanding of the Mission’s mandate, particularly related to institution-building, democracy assistance, rule of law, and monitoring and promotion of human rights;
  • Legal research and analysis of rule of law and access to justice developments;
  • Assistance in organizing and implementing project activities, including workshops, roundtables and other events, in the areas of rule of law and access to justice, as well as logistical and administrative support;
  • Support activities related to legal education reform and legal aid assistance;
  • Providing support with monitoring and analyzing broad range of rule of law and human rights issues in Kosovo, including implementation of primary legislation;
  • Assisting in the drafting, editing and compiling of written materials including regular and thematic reports, briefing papers, guidelines or other documents on thematic rule of law issues;
  • Participating in and compiling notes from the meetings with the relevant institutions, stakeholders, field teams, as well as internal and external meetings related to implementation of project activities, workshops, trainings, etc.;
  • Assisting in providing comments to the draft legislation (strategies, laws, sub-legal acts, concept papers) and supporting in legal analysis and opinions on issues related to rule of law, access to justice as well as the law included in the legislative agenda of Kosovo;
  • Supporting LJS in co-ordination of programmatic co-operation with external interlocutors and other OSCE Mission in Kosovo Sections and Departments;
  • Assisting with translation during meetings, and or for other LJS needs;
  • Performing other related tasks as assigned.

Necessary Qualifications:

  • Be not older than 30 years on the date of the deadline of the vacancy notice and have completed two years of full-time university education in an accredited institution towards a degree in law (or be enrolled in post graduate degree course in law), or have completed a first or advanced/postgraduate degree in a field of law no longer than two years before the date of the deadline of the vacancy notice;
  • Professional fluency in English with excellent English writing and communication skills;
  • Proven competence in research and analytical writing;
  • Demonstrable communication and reporting skills;
  • Good organizational skills with ability to process and classify information quickly and efficiently;
  • High motivation, open-mindedness, and flexibility;
  • Ability to establish and maintain effective working relations with people of different national, cultural and religious backgrounds;
  • Understanding of gender mainstreaming;
  • Knowledge of local languages.

 

Remuneration Package:

In lieu of remuneration the OSCE Mission in Kosovo will contribute towards the cost of living of local interns who are non-residents at the duty station (place of assignment), such compensation is equivalent to 10% of the applicable BLA rate. Social benefits will include participation in the Cigna health insurance scheme. The internship does not constitute a commitment to future employment with the OSCE.
