SOW Title: Work with the Municipalities to Engage the Private Sector in Establishing a Recycling Factory that will Lead to Climate Mitigation and Adaptation 

Estimated LOE: (50) working days.

Duty Station: Baghdad with frequent travel to the other locations in Anbar, Najaf, and Basrah                         

A. Project Background:

The USAID Iraq Together/Ma’an (معاً) activity (Ma’an hereafter), supports select Iraqi government entities at the national, regional, provincial, and district levels to improve service delivery performance through the use of technology and process standardization while increasing the availability of and access to information, particularly related to public services. Ma’an also fosters improved and inclusive relationships and engagement between the Government and the communities they serve. Ma’an’s goal is more equitable, efficient, and sustainable public services.

Ma’an’s objectives are:

1- Targeted Iraqi government entities improve and are more inclusive in-service delivery. The government improves service delivery through responsiveness to citizen needs, consultation with citizens, improved transparency, and use of green practices technology.

2- Strengthened democratic and participatory governance of targeted Iraqi service delivery institutions. Citizen perception of government changes through increased participation in governance, improved access to government information, and stronger role of Iraqi NGOs in advocating for communities as well as increased public education regarding citizen roles and responsibilities.

3- Response to windows of opportunity for change. Gaps in expertise and information required to improve government service delivery and increase citizen participation are addressed.

 

Ma’an utilizes an Accountability ecosystem approach grounded in inclusion and localization to improve service delivery and build trust. The approach mobilizes Iraqi government entities, civil society organizations, emerging civic movements, issue-based groups, media, and the private sector to co-create interventions. This approach allows diverse local partners to exercise their rights and responsibilities, learn by doing, analyze performance data, and scale what works.

 

B. Purpose:

It was clear from the stakeholders’ workshop that provincial governments face major challenges in solid waste management (SWM) due to the lack of recycling factories, resulting in the accumulation of trash in residential and commercial areas. Additionally, there is considerable strain to accommodate the excess waste. While there is interest from investors in addressing this issue, municipalities face challenges in the contractual aspect of such ventures. Ma’an will work with municipalities to develop the Terms of Reference (TOR) including all the technical specifications of the recycling factory, and then Ma’an will support the targeted municipality to develop all the contractual documentation. Furthermore, Ma’an will help the municipalities with the process of advertising and awarding the project. Ma’an will build the capacity of the targeted municipality staff in developing recycling factory TOR and the contractual documentation. Upon the completion of the intervention, all the required technical and contractual documentation of the recycling factory will be developed and adopted.

This will lead to a decrease in the amount of streamed solid waste to landfills. Through Objective Ma’an will work with appropriate municipalities to engage community leaders, CSOs, and youth groups in the co-creation phase in identifying the factory location and determining the environmental impact. Ma’an will ensure that, as soon as the bid is released, it will conduct outreach to a larger segment of the population and will also encourage the government to update the communities on each step of the process.

Ma’an will work in (8) municipalities in (8) districts in (4) provinces, Baghdad province (Al-Mahmodyia and Al-Adhamiyah) Municipalities, Basrah province (Basrah and Al-Zubair) Municipalities, And Najaf Province (Al-Najaf and Al-Kufa) Municipalities, Anbar province (Al-Ramadi, Al-Habbaniyah) Municipalities).

C. Objectives:

  • Engage the Private Sector in Establishing a Recycling Factory.
  • Support municipality to climate mitigation through minimizing the solid waste quantity stream to the landfill.
  • Support the municipality to prepare Terms of References (TOR) and the technical specification for the recycling factory, match the environment standard.

 

D. Responsibilities and Key Tasks of the Consultant:

Under this Scope of Work, the local consultant STTA shall perform the following tasks:

 

– Task 1 Work with Ma’an to Identify Specialized Team Selection Criteria.

The Local Procurement Consultant with Solid Waste Recycling Factory Expert will consult with Service Improvement Lead, SWM advisor, and field staff to develop a selection criterion for selecting specialized team members. 

 

– Task 2: Hold Introductory Meetings with Stakeholders to Introduce the Intervention Obtain Buy-in and Create a Specialized Team.

In coordination with Ma’an field team, the procurement consultant with solid waste recycling factory expert will hold meetings with relevant stakeholders to introduce Ma’an activity, the interventions, and the results that will be achieved upon the completion of the intervention. The consultants will obtain buy-in from all the relevant stakeholders and will request the formation of a specialized team per a pre-defined selection criterion.

 

– Task 3: Conduct a One Day Workshop to Provide Technical Support to the Specialized Team to Start the Data Gathering Phase.

In coordination with Ma’an field team, the procurement consultant and solid waste recycling factory expert will conduct a one-day workshop to present the developed data collection tools. The consultants will conduct a site visit to Al Mahmodyah recycling factory to provide technical support to the specialized team to start the data-gathering phase aligning with the TOR requirements of the recycling factory.

 

– Task 4: Conduct Two Days Workshop to Support the Specialized Team to Develop the Terms of Reference to Engage the Private Sector in the Solid Waste Recycling Facility.

In coordination with Ma’an field team, the consultants will conduct a 2-day workshop to present the draft TOR model and prepare the general bidding documents aiming to engage the private sector in the establishment of recycling factory. The consultants will support the targeted municipality to adopt TOR model and bidding documents.

 

– Task 5: Support the Municipalities Directorates and Senior GO Officials to Develop Appropriate Contractual Documents.

In coordination with Ma’an field team, the procurement consultant and solid waste recycling factory expert will conduct a meeting to provide technical assistance to the targeted municipalities to develop specific TOR. The consultants will conduct a meeting to provide technical assistance to the targeted contracts departments at the GOs to develop the specific bidding documents for the recycling factory. The consultants will support the targeted municipality and contract departments to adopt and customize the TOR and the bidding documents in 4 targeted provinces.

 

– Task 6: Develop the Final Report.

The local procurement consultant in collaboration with solid waste recycling factory expert will develop a final comprehensive report including all supporting documents developed during the implementation of the intervention. The report will include a general description of developed Term of Reference (TOR). The report will highlight achievements and results accomplished for each task, recommendations and next steps, challenges, lessons learned, and proposed future interventions (if any). The report should be submitted in English.   

Required Qualifications:

  • Bachelor’s degree in engineering required, master’s degree preferred.
  • Ten (10) years’ experience in preparing industrial factories contractual documents, solid waste recycling factories and solid waste management preferred.
  • Experience in the public procurement instructions and bidding documents.
  • Good experience in writing the terms of reference of technical factory especially recycling factories.
  • Knowledge on Iraqi environmental standards limitations.
  • Strong analytical and research skills, including data analysis.
  • Expertise in result-based management, gender equality, and capacity building are also important.
  • Strong ability to submit reports in English.

Duty Station:

The Local STTA Procurement consultant will be based in Baghdad with frequent travel to various locations in Anbar, Najaf, and Basrah. Under this SOW, Ma’an will cover all other indirect implementation costs, including air and ground transportation, and phone communications. This position is open to Iraqi nationals residing in Iraq.
