TERMS OF REFERENCE (ToR)

For Local Regional Procurement (LRP) Specialist Consultancy in Sudan.

  1. BACKGROUND

The current conflict has led to a huge displacement in Sudan with more than 12 million displaced in and outside Sudan. More than 7.9 million are sheltering in IDP camps and with the host population where they urgently require food and cash assistance support. The latest (June) Food Security analysis showed that 25.6 million people are facing Crisis, Emergency, and Catastrophe levels of food insecurity and urgently require food assistance support.

World Vision Sudan has been engaging with various donors and there is heightened interest in running a complementary food pipeline to support the efforts of WFP. WVS with private non-sponsorship funding is looking to pilot an LRP in South Darfur, with more than 89MT of food commodities sourced from South Sudan and transported to South Darfur (Sudan). The successful implementation of the pilot should pave way for more engagement with various donors on the possibility of running a food and nutrition pipeline.

OBJECTIVES OF CONSULTANCY

The main components are outlined below with the key elements to be assessed which include but not limited to the following key elements:

  1. Review the Technical Design of current pilot projects; Working closely with the Program Manager in South Darfur, the Specialist will review the current design of the pilot LRP to source cereals and pulses from South Sudan and make some recommendations
  2. Engagements with WV South Sudan (Market and Logistics Survey); Carry out a market assessment for availability of the basic food items (cereals & pulses) in the markets in South Sudan. Carry out a logistics survey engaging South Sudan on the possible routes of transporting commodities to South Darfur (including the pricing of transportation and any other associated costs). He/She should suggest to the Program Manager and Supply Chain Manager the optimum route to transport commodities to South Darfur with the route details.
  3. Pilot LRP for 4 months; Working with WV Sudan team, the Consultant will lead the test run for procurement of 89 MT of cereals and pulses from South Sudan. The Consultant will also lead the local procurement (within Sudan) for 48 MT of oil, salt, and daily condiments of tomatoes, onion, and cucumber. The Consultant is expected to work closely with WV Sudan ensuring there is conformity to World Vision Procurement standards
  4. Cross-Border Clearance; The Consultant will also further share guidance on government import approvals that might be required. They will support the team to get all the necessary approvals for the cross-border clearances and arrange the necessary transportation
  5. Travel to South Sudan (Aweil and Wau in Northern Bahr el Ghazal State); Subject to further engagements, and security and travel approval, travel to South Sudan (Aweil and Wau) for 5 days (WV to cover costs), carry out a detailed Market and Logistics Assessment triangulating the information in the initial assessment and making recommendation on feasibility of LRP. Check whether we can convince WFP to get stocks from their warehouse in Wau/Aweil and transport them to Sudan
  6. Any other LRP engagements: During the period of contracting, the Consultant is expected to be involved in LRP discussions that World Vision hosts with the donors or other agencies

The rationale of the consultancy

WVS with private non-sponsorship funding from WVUS is looking to pilot an LRP in South Darfur, with more than 89MT of food commodities sourced from South Sudan and transported to South Darfur. The successful implementation of the Pilot should pave way for more discussion with various donors on the possibility of running a food and nutrition pipeline.

Outputs/Expected deliverables

  • Improved availability of the information for regional procurement.
  • Enhanced information on the prices and estimated budgets for a successful LRP.
  • Suggested the possible safest transportation route to South Darfur.
  • Pilot run for 89 MT of cereals and pulses from South Sudan.
  • On time local procurement/setting up a contract for delivery of 48 MT of local produce.
  • A detailed document flow of the processes and procedure on logistics/boarder clearance.
  • Smooth transportation of the commodities from South Sudan to Sudan (South Darfur).

Deliverables, reporting, and project schedule

  • Submit the improved design of the future LRP program for Sudan.
  • Share the completed documents flow of the processes and procedure on logistics/border clearance with World Vision Sudan
  • Detailed report on the feasibility of the LRP with primary sourcing from South Sudan (the report should also include possible ways of transporting WFP supplies for WV school meals and nutrition sites) in South Darfur
  • Conduct a Lessons Learned Event/Meeting: The Consultant will be expected to lead the LRP Lessons Learnt in a meeting to be convened with the Programs, Finance, Supply Chain, and Regional Disaster Management Team. Document all learnings in the meeting and have them included in the Final Report.
  • A detailed report that should include LRP findings, realistic and achievable recommendations and next plan of action.

The intended target audience for the reports are: Humanitarian actors and policy makers at national and international level as well as for strategic use by World Vision Sudan.

  1. REQUIRED SKILLS AND EXPERIENCE

Education (for individual consultants/lead consultant):

Bachelor’s degree in Agriculture, Management, Rural Development, any qualification in Logistics and Supply Chain Management is an advantage for the candidates.

Experience

Essential:

  • Five years of expertise in Food Assistance programming, Port Operations, Logistics and Port Management of food commodities,
  • Individuals with previous work experience in Supply Chain and Logistics Management in fragile contexts like South Sudan and or Sudan key.
  • Engage World Vision Sudan and South Sudan Supply Chain Leads on the roles of the Field Office in the procurement and shipment of the commodities.

Desirables:

  • Strong written and oral communication and presentation skills.
  • Experience in training, facilitation, and capacity development, demonstrate oral and written communication skills, including presentations.
  • Ability to develop and maintain positive relationships with professional contracts, resources and/or networks and relate to people with sensitivity, tact, discretion, and professionalism.

Functional skills:

  • Ability to manage all phases of a data system from collection to visualization.
  • Proficiency with Microsoft Office applications for word processing, PowerPoint, email, and Excel. Able to work effectively in a diverse team environment
  • Excellent skills and experience in training facilitation, mentoring, and capacity development and fluent in English.
  • Demonstrate oral and written communication skills, including presentations.

Language requirement and Corporate competencies:

  • Have excellent knowledge of both written and spoken English, and be computer literate
  • Familiar with Sudan cultures, norms, and customs
  • Demonstrate integrity by modeling World Vision’s values and ethical standards
  • Ability to establish and maintain good working relations with colleagues in a multicultural environment.
  1. DURATION

The maximum duration of the assignment is 45 days from the start of the contract, A phased approach will be employed based on the finally agreed-upon schedule of deliverables.

  1. LOGISTICS, APPLICATION, AND EVALUATION PROCEDURE

World Vision will provide logistical support, including visa application, and facilitation in arranging meetings with partners and relevant authorities. The Consultant will be provided with an air ticket to and from the country of origin to Sudan/South Sudan. World Vision will also cover food and accommodation costs including logistical support required to carry out field assignments.

  2. Provide references from previous clients for similar works**. (At least three)**

Note – Applicant who will not meet the above mandatory requirement will not be considered for Technical Evaluation.

Technical Evaluation

Qualified and interested parties are asked to submit the following;

Letter of interest in submission of a proposal

A detailed technical proposal clearly demonstrating a thorough understanding of this ToR and including but not limited to the following;

  • Consultant Profile.
  • Description of methodology and sample size determination.
  • Demonstrated previous experience in similar assignments and qualifications outlines in this ToR.
  • Proposed data management plan (collection, processing and analysis).
  • Proposed timeframe detailing activities and proposed work plan.
  • Team composition and level of effort of each proposed team member (Include CVs of each team member).

Financial Evaluation

  1. A financial proposal with a detailed breakdown of costs for the study quoted in United States Dollars. (The total chargeable cost should be broken down further to a final daily rate)

Note:

As part of the Consultant selection process, the best candidates will be requested to prepare draft inception report and make a presentation of the same to the Global Fund Technical Team to inform the final decision on award of the Contract.

Provision of Taxation as per the Revenue Authority on Technical Fees:

A 5% withholding tax is levied on the payment of technical services fees (as well as professional and management fees) where the services are provided by a resident or non-resident firm in Sudan. Consultant firms must be able to demonstrate their tax compliance status at the time of bidding for this assignment as WVS will only engage with tax compliant individuals/firms. The proposal that complies with all the requirements, meets all the evaluation criteria and offers the best value for money shall be selected and awarded the contract. Any offer that does not meet the requirements shall be rejected.
