Important:

Recruitment for this post in the General Service category is done on a local basis. As a result, staff are generally recruited from the area in which the particular office is located but could be of any nationality.  Candidates applying to a post in the General Services category shall meet the relevant employment and immigration requirements in the country of the duty station, including fulfilling residence and work permit conditions.

Applicants will be responsible for any expenses incurred in relation to: visa, travel to and from, and relocation to and from the duty station, in the event of an employment offer.

A staff member in the General Service category who has been locally recruited shall not be eligible for the entitlements and/or benefits exclusively applicable to internationally recruited staff.

Organisational Context
Country Offices are time-bound and scalable staging posts for the Court’s operations in the situation countries, offering office space, vehicular support for missions and communications material and tools. They are also a source of information for Headquarters in terms of socio-political and security developments in the situation countries. Country Offices develop and maintain relationships with key partners on the ground in order to assist various Court actors in the execution of their roles in the field. Country Offices are organisationally located in the Division of External Operations (the “DEO”) of the Registry, however the Local Security Assistant will report to the Field Security Coordinator through the Field Security Officer, under the general direction of the Chief of Country Office.

The Local Security Assistant will work at the Country Office in Kyiv, Ukraine . She/he will report to the Chief of Country Office through the Field Security Officer.

Duties & Responsibilities
Under the direct supervision of the Field Security Officer and the general guidance of the Chief of Country Office (Kyiv, Ukraine) , the incumbent will perform the following duties and responsibilities:

  • Collect, update and communicate relevant local security information. Liaise and coordinate with applicable local governmental security organisations, United Nations Peacekeeping Mission and other United Nations and relevant partners on a regular basis.
  • Complete and update security assessments, security plans and staff lists.
  • Conduct security related investigations and liaise with national security forces as required.  Draft and submit security incidents reports.
  • Provide various operational security supports to ICC mission activity including firearms issues, close protection deployments, arrest and transfers and hotel/venue assessments.
  • Organize and conduct training courses on security awareness and preparedness for field office staff and clients.
  • Provide security orientation or security briefings to personnel on mission or deployed from HQ and other duty stations.
  • Monitor compliance with security standards, including Security risk management and contingency plans. Provide advice on security measures for staff residences.
  • Provide general administrative and practical assistance to the Chief of Country Office through the Field Security Officer.
  • Maintain files and records.
  • Perform other activities as tasked by the Field Security Officer and/or the Chief of Country Office .

Essential Qualifications
Education:
Diploma of secondary education.

Experience:

  • A minimum of six years of progressive experience in the police, military, or a relevant security agency, preferably in an operational environment. An advanced or a first-level university degree may be considered as a substitute for two years’ working experience only to determine eligibility.
  • Experience working under stressful conditions.
  • Experienced driver for the local conditions with a valid driver’s permit.

     

Knowledge, skills and abilities:

  • Excellent communication and negotiation skills.
  • Good skills in planning and organising of work and conditions and attention to detail and work meticulously.  Good drafting and report writing skills.
  • Ability to take decisions or decide course of action under pressure when dealing with belligerent or non-compliant persons, including the decisions related to use of force.
  • High degree of self-discipline, integrity and loyalty.
  • Ability to work under stress or pressure.
  • Good interpersonal skills, ability to work in multi­ cultural, multi-ethnic environment with sensitivity and respect for diversity.
  • Ability to liaise and establish rapport with representatives from local authorities and communities.
  • Ability to establish and maintain effective working relations with people from diverse national and cultural backgrounds.
  • C-category driving licence and/or extensive experience in driving armoured vehicles in high risk security environment/conflict zones is highly desirable.

Knowledge of languages:
Proficiency in oral and written English and Ukrainian is mandatory. Knowledge of other vernacular languages subject to the country is desirable. Knowledge of another official language of the Court (Arabic, Chinese, Russian, Spanish) would be considered an asset.
