2. Purpose of consultancy

Dans le contexte du Système OMS de gestion des incidents d’urgence sanitaire (SGI), le titulaire fournira un appui à la mise en œuvre des opérations de sécurité.
Le poste est placé pour renforcer la mise en œuvre des opérations de sécurité.

3. Background

Sous la supervision directe du Field Security Officer, l’Assistant Local de Sécurité aide à la mise en œuvre des opérations de sécurité et participe à l’exécution de toutes les actions relatives à la gestion de la sécurité et de la sûreté du personnel dans la zone d’opération concernée

4. Deliverables

Sous la supervision directe du Field Security Officer, l’Assistant Local de Sécurité est chargé de :
1. Effectuer des évaluations périodiques des risques sécuritaires dans la zone de responsabilité ;
2. Préparer les missions et accompagner le personnel deployé sur le terrain. Assurer la liaison et la coordination avec les éléments de la Police et/ou des FARDC impliqués dans l’appui des opérations sur le terrain ;
3. Veiller au respect des procédures et les instructions du Système de Gestion de Sécurité des Nations Unies ;
4. Tenir à jour les listes des membres du personnel. – Organiser les sessions de briefing de sécurité aux staffs nouvellement déployés ;
5. Aviser les membres du personnel en cas d’urgence conformément au plan de sécurité de la zone opérationnelle ;
6. Assurer le suivi des incidents de sécurité affectant le personnel deployé et préparer les rapports d’incident de sécurité ;
7. Assurer le suivi du Warden Système et tient à jour les informations relatives aux hôtels et résidences habités par le personnel deployé ;
8. Veiller à une bonne gestion des moyens communications HF / VHF ;
9. Effectuer toute autre tâche pertinente requise par le Coordinateur de Terrain.
10. Toute autre tâche assignée par le superviseur ou le représentant de l’OMS.

5. Qualifications, experience, skills and languages

Educational Qualifications:

Essential:
Avoir un diplôme d’Etudes secondaires, militaire ou officier de police

Desirable:
Avoir accompli une formation en termes des interventions et procédures securitaires.

Experience

Essential : Au moins 8 ans d’expérience professionnelle en matière des interventions et procédures de sécurité.

Desirable :
Expérience dans la coordination et des opérations sur terrain avec les partenaires des forces de sécurité.
Avoir une expérience de travail au sein des Nations Unies et/ou d’une autre organisation internationale.

Skills/Knowledge:

Fonctionnelles:
– Aptitude à travailler sous pression tout en maintenant son calme.
– Aptitude à travailler efficacement avec des personnes de nationalités et culture différentes en faisant preuve de tact et de courtoisie.
– Connaissances informatiques Capacité de production des rapports de qualité axée sur les résultats, maitrise de Excel, Word, bonne connaissance de MS Office, autre système informatique
