Call for Roster: UNDSS Local Security Assistant (LSA) For Emergency Response Location: Philippines

Background
The Philippines is a disaster-prone country, where major natural calamities such as typhoon, volcanic eruption, major flooding, earthquake, etc, occurs every year. The UN Agencies Funds and Programmes (AFP) deploy programme activities in disaster-affected areas. The scope, size, and duration of these programme activities vary depending on the magnitude of the disaster. UNDSS assists these programme activities by providing active security support for safe and secure programme delivery. Natural disaster occurs without any prior notice. While the integral manpower of UNDSS Philippines immediately responds to such calamities, it is challenging to continually support these programme activities without additional manpower. In light of the above, a pool of local security assistants will be created, who can be promptly hired for short to medium terms to support these emergency response programme activities of the United Nations. Duties and Responsibilities Under the overall guidance and supervision of the respective Field Security Coordination Officer (FSCO), the Local Security Assistant assists in the implementation of the security plan and all matters relating to the management of safety and security incidents and information to enable UNDSS to support all UN Agencies Funds and programmes in the assigned area of responsibility. Under the supervision of the FSCO, the Local Security Assistant will carry out the following tasks: For each assignment, expected tasks and deliverables may include but not be limited to:
Deliverables
• Collection and dissemination of security information.
• Prepare structure for warden system within the area of responsibility.
• Conduct meetings with security forces within the area of responsibility.
• Conduct security training for UN personnel within area of responsibility.
• Provide inputs for preparation of security plan.
• Provide security update to ASMT during the ASMT meeting.
• Conduct warden training and exercise within the area of responsibility.
• Conduct follow up meetings with the security forces within the area of responsibility.
• Support UN agencies in mission planning and conduct
• Conduct assessment for hotels within the area of responsibility.
• Revise the security assessment for UN joint Operational Hub.
• Provide security update to security cell during the security cell meeting.
• Conduct evacuation and firefighting exercises for the UN Joint Operational Hub.
• Conduct emergency response exercises for personnel within the area of responsibility. Conduct meetings with security forces within area of responsibility.
• Conduct final meetings with security forces within area of responsibility.
• Conduct follow up training for UN personnel within area of responsibility.
• Provide assistance to UN agencies conducting missions within the area of responsibility.

(b) Field missions for security assessment and/or support UN agencies in delivering UN programme activities.
(c) Warden system records with updated of information related to UN offices and residences
The exact outputs, timelines, payment schedule, travel, and any other requirements for each engagement/call-off will be outlined in each assignment-specific TOR.
Working arrangements
Under the overall guidance and supervision of the Field Security Coordination Officer (FSCO), the Local Security Assistant assists in the implementation of security plan and all matters relating to management of safety and security incidents and information to enable UNDSS to support all UN Agencies Funds and Programmes in assigned area of responsibility.
Duration of the Work
Successful candidates will be placed under the roster for minimum of one (1) year. The roster duration can be extended for up to another two years (maximum of three (3) years) if their performance evaluation is deemed satisfactory and if there is an ongoing requirement.
Depending on specific requirements, the actual duration will be specified in the ICs Terms of Reference for each individual assignment. Payments will be made as specified in the actual contract upon confirmation of UNDP on delivering on the contract obligations in a satisfactory manner and as per specified due dates.
Duty Station
The Consultant’s duty station will depend on the location/area of the disaster that occurs in the Philippines. Usually, the consultant will be deployed to oversee the security of a region. He/she is expected to report on a mutually agreed schedule.
Travel
• Local travel might be required. Specific mission travel will depend on the specific assignment and must be approved in advance and in writing by the Supervisor.
• The BSAFE Online Security Awareness Training Course must be successfully completed prior to the commencement of travel.
• Individual Consultants are responsible for ensuring they have vaccinations/ inoculations when travelling to certain locations during the fieldwork,
• Individual Consultants are required to comply with the UN security directives, set forth under https://dss.un.org/dssweb/.
• Individual Consultants are responsible for obtaining any visas and security clearances needed in connection with travel with the necessary support from UNDP.
• Individual Consultants will be responsible for making his/her own mission travel arrangements in line with UNDP travel policies.
• Travel-related (air and land transport) and DSA costs in relation to the conduct of Evaluation data collection/fieldwork as indicated in the TOR must be included in the Financial Proposal.

Required Skills and Experience The expert roster will be a repository of qualified national experts who should meet the minimum qualifications: The review of the technical proposal will be divided into two parts as follows:
Technical qualifications per CV – 70 points
Submission of Price Offer – 30 points
Total 100
The CV will be reviewed using the criteria below. Only offerors who will obtain a minimum of 70% or 49 out of 70 obtainable points will be shortlisted.
Education:
• Completed Bachelor’s degree in Security Management or other related disciplines. (Max. 14 points for Bachelor’s, 17 points for Master’s, 20 points for Ph.D; Max 20 points).
Experience:
• At least 5 years of professional work experience in security-related activities; experience working with the UN or other humanitarian/development organizations is an advantage
(35 points for 5 years, additional 5 point for each additional year; additional 3 points for experience with UN or other humanitarian/development organizations; Max. 50 points).
Language:
• Excellent oral and written communication skills in English, Filipino (pass/fail)
