Background and Organizational Context

The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) in Yemen facilitates humanitarian action across the country. OCHA mobilizes and coordinates principled humanitarian response in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies, advocates the rights of people in need, supports emergency preparedness and response, and facilitates sustainable solutions for vulnerable people adversely affected by conflict and natural disasters. OCHA supports the work of the Humanitarian Country Team (HCT), the Inter-Cluster Coordination Mechanism (ICCM) national authorities, and other humanitarian partners including NGOs in Yemen.

Under the overall guidance and supervision of the Head of Civil-Military Coordination Unit, the incumbent is part of the Access and Civil-Military Coordination Unit based in Sana’a and will support in leading the implementation of security operations and all matters relating to the management of safety and security of OCHA personnel and property within Yemen.

Position Purpose 

Under the overall guidance and supervision of the Head of Civil-Military Coordination Unit, the Local Security Associate will support in leading the implementation of security operations and all matters relating to the management of safety and security of OCHA personnel and property within Yemen.

Key Duties and Accountabilities:

Under the supervision of the HAO/ICC Coordinator, the Local Security Associate will be responsible for the following duties:

1. Collect, update and communicate information regarding the security and access situation in the country.

  • In coordination with DSS, assist in liaising and coordinating, as appropriate, with the host government security organizations and/or personnel, including national and local provincial authorities, military, and police officers, as well as non-governmental organizations.
  • Helps to assess the security situation at the duty station (Sana’s & field offices) and ensures adequate gathering and verification of security information that may be required for a proper analysis of the situation by the Security Focal Point.
  • Liaises closely with the Access Focal Points in the field.
  • Maintains regular contacts with DSS and Security Focal Points of UN agencies.
  • Attend and actively participate in security meetings as appropriate.

2. Provide security and logistics support to mission convoys security and logistics support to convoy planning and deliveries.

  • Organizes mission convoys.
  • Drafts ConOps MSCRs and MSRAs.
  • Prepares documentation for deconfliction and other clearances. 
  • liaises with relevant stakeholders. 
  • Maintains routine and confidential correspondence files/documents.
  • Maintains a database of contact details in relation to host country security authorities;

3. Create and maintain an OCHA Security Plan, including updating staff lists and related measures

  • Report on security incidents affecting UN staff, offices, and assets; and prepares security reports, such as the Security Incident Report.
  • Prepares and regularly reviews the OCHA Yemen Security Plan under the overall UN Security Plan for Yemen.
  • Supports actions during the implementation of the Security Plan, as required.

4. Assess the Minimum Operational Security Standards (MOSS) for OCHA offices;

  • Monitors compliance with Minimum Operational Security Standards (MOSS) established for the duty station. 
  • Assists with the compilation of data required for the MOSS Self-Assessment Programme.

5. Provides general security assistance

  • Establishes and maintains warden system and keeps updates of information related to UN offices and residences.
  • Provides security orientation to newly assigned staff members and conduct ad hoc security briefings, as required.
  • Administers a pass and ID system.
  • Maintains liaison with commercial companies used for UN security at offices and residences/hotels, in order to ensure the effective and efficient use of the guard force.

Required Skills and Experience


Secondary education is required.

A University Degree in the field of security, or a related field will be given due consideration, but it is not a requirement 


Experience, Knowledge, and Skills

  • Minimum of 7 years ( with a high school Diploma) or 4 years ( with a Bachelor’s degree) of relevant experience in the field of security or any related fields is required.
  • Knowledge of HF and VHF radio operation is desirable. 
  • Experience in diplomatic security and protection is highly desirable.             
  • Familiarity and good knowledge of social, political, humanitarian, security, and economic conditions in the region are highly desirable.
  • Knowledge of host country safety codes is desirable.
  • Knowledge of international humanitarian rights, norms, law, and practice is desirable. 
  • Working experience in MS SharePoint, MS Teams, Webex, and OneDrive is desirable. 


Fluency in English and Arabic Languages (Oral and Written) is required.
