Sustainable Peace Foundation (SPF) is an Iraqi feminist Non-governmental Organisation (NGO) striving to build and sustain positive peace through vertical and horizontal approaches and participatory methods; addressing root causes of tensions and conflicts challenging positive peace in Iraq. SPF strives to achieve this by working on the grassroots level to reinstate and strengthen the lost trust between Iraq’s diverse ethno-religious communities; increase community resilience, empower and building the capacities of the very effected communities so they can mitigate and transform conflicts through dialogue and non-violent means.
SPF strives to achieve these objectives by working with vulnerable groups such as, youth, women and girls, people with special needs and IDPs through developing their capacities to take leadership roles and to actively participate in the peace and reconciliation processes; economically empower communities by offering them vocational trainings and providing them with livelihood means to ensure stability and a dignified living standard.
SPF also strives to engage local authority and security actors with the local communities through advocacy, round table dialogue sessions and developing local peace mechanisms and structures capable to acts as soundboards conveying their communities’ needs and challenges.
SPF also provides consultations for local and international NGOs on peacebuilding and social cohesion programming, such as: context analysis, needs assessments, actor and service mapping etc.
SPF’s focuses on minority protection, but through its Do-no-Harm approach, which ensures that SPF programming and implementation creates cohesion instead of doing harm.
Job Description:
The Sustainable Peace Foundation (SPF) seeks proactive and experienced Field Coordinators to support the implementation of “Building Bridges: Strengthening Social Cohesion and Reintegration through Local Peace Committees in Anbar.” This initiative, under the UNDP Iraq Social Cohesion Programme (ISCP) and CRRISA, focuses on empowering Local Peace Committees (LPCs) to address socio-economic and security challenges, rebuild trust, and foster reconciliation in communities affected by conflict, displacement, and reintegration.
Key Responsibilities
- Logistics Coordination:
- Manage the planning, coordination, and execution of logistics for all project activities, including workshops, training sessions, and community initiatives.
- Ensure the timely and efficient transportation of materials, equipment, and personnel to field locations.
- Maintain an accurate inventory of project assets and supplies, ensuring proper documentation and record-keeping.
- Procurement Support:
- Assist in the procurement of goods and services required for project activities, adhering to SPF’s procurement policy and donor guidelines.
- Ensure transparency and accountability in procurement processes by sourcing competitive quotations and managing vendor relationships.
- Maintain a database of approved suppliers and service providers.
- Operational Support:
- Arrange logistics for meetings, training sessions, and events, including venue setup, catering, and equipment needs.
- Ensure proper handling, storage, and distribution of materials to LPCs and field sites.
- Support field staff with logistical needs during project implementation, including transportation and communication.
- Compliance and Reporting:
- Ensure all logistical activities comply with SPF’s policies and donor regulations.
- Prepare regular reports on inventory status, logistical operations, and procurement activities for submission to the Project Manager.
- Document all logistics and procurement activities with a focus on transparency and traceability.
Terms of Reference
The Logistic Officer is responsible for ensuring the seamless execution of logistical and operational support required to achieve project objectives. The role requires close collaboration with the project team, LPC members, and external vendors to guarantee effective resource management and smooth project delivery.
- Planning and Coordination
– Develop and implement detailed logistical plans to support project activities, including training sessions, workshops, and community initiatives.
– Coordinate with the Project Manager and Field Coordinators to identify logistical needs and address any potential gaps or challenges.
– Ensure logistical plans are flexible to adapt to changing conditions, including security risks or schedule adjustments.
- Procurement Management
– Execute procurement processes in compliance with SPF’s procurement policies, ensuring fairness, transparency, and value for money.
– Liaise with vendors and suppliers to secure the best terms for goods and services while adhering to quality standards.
– Ensure all procurement documents, including purchase requests, invoices, and delivery notes, are accurately completed and securely stored.
- Inventory and Asset Management
– Maintain an updated inventory of all project equipment, materials, and supplies, ensuring they are properly labelled and stored.
– Conduct regular inventory audits to ensure accountability and prevent misuse or loss of assets.
– Coordinate the distribution of materials to field sites, ensuring LPC members and field teams have the resources needed to execute activities.
- Transportation and Logistics
– Arrange transportation for project staff, trainers, and LPC members to field locations, ensuring safety and efficiency.
– Oversee the scheduling and maintenance of project vehicles, ensuring they are in good working condition and compliant with safety standards.
– Monitor fuel usage and other logistical expenses, maintaining accurate records for reporting purposes.
- Compliance and Risk Mitigation
– Ensure all logistical activities comply with SPF’s policies, donor requirements, and local regulations.
– Identify potential logistical risks, such as delays or supply chain disruptions, and implement mitigation strategies.
– Work with the security team to ensure the safe transportation of materials and staff in areas with heightened security concerns.
- Reporting and Documentation
– Prepare detailed reports on logistics, procurement, and asset management, highlighting achievements, challenges, and lessons learned.
– Maintain comprehensive documentation of all logistical operations, including procurement contracts, delivery schedules, and inventory records.
– Provide timely updates to the Project Manager on logistical issues affecting project implementation.
Essential Skills and Qualifications
- Education:
Diploma or Bachelor’s degree in Logistics, Business Administration, Supply Chain Management, or a related field.
- Experience:
- Minimum 3 years of experience in logistics, procurement, or operational support, preferably in a humanitarian or development context.
- Proven track record of managing procurement processes and inventory in compliance with organisational policies.
- Experience working in conflict-affected areas is an asset.
- Technical Skills:
- Strong knowledge of logistics and supply chain management principles.
- Proficiency in using logistics and inventory management software and tools.
- Familiarity with donor regulations and procurement policies, particularly those of UNDP or similar organizations.
- Soft Skills:
- Excellent organizational and time-management skills, with the ability to prioritize tasks under pressure.
- Strong communication and negotiation skills to manage vendor relationships effectively.
- Problem-solving skills and a proactive approach to addressing logistical challenges.
- Languages:
Fluency in Arabic is required; knowledge of English and/or Kurdish is an asset.
