OBJECTIVES OF THE PROGRAMME

Ameliorer les performances du programme EPR en matiere d’achat des biens «procurement»;Renforcer la gestion des stocks des biens (Kits sanitaires d’urgence, Equipements,medicaments, produits de laboratoire, etc.) du Programme EPR afin de reduire les pertes par peremption ou autre;Reduire les delais de livraison des biens du programme EPR au niveau operationnel;Assurer le monitoring et le rapportage regulier des donnees sur la gestion des stocks et leur utilisation afin de faciliter l’elaboration des rapports aux bailleurs.

DESCRIPTION OF DUTIES

– Faciliter la commande des fournitures, d’equipements et de produits consommables ; adequats de qualite et en temps voulu pour les operations du programme EPR ;- Faciliter le dedouanement, la reception, le transport et le stockage des fournitures d’equipements et de produits consommables adequats dans les magasins a Bangui, en collaboration avec l’Assistant voyage et douanes du bureau pays ;- Planifier et assurer l’acheminement sur le terrain des fournitures, des equipements et des produits consommables adequats de qualite et en temps voulu pour les operations logistiques conformement aux regles et reglements de l’OMS, et sur la base des previsions du Programme EPR, et en collaboration avec les partenaires UNHAS (vol humanitaire du PAM) et du Cluster logistique ; – Gerer les magasins et les stocks du programme y compris l’amelioration des conditions de stockage, la realisation des inventaires reguliers et la mise en œuvre des mecanismes de controles des stocks tant au niveau de Bangui que des sous-bureaux de l’OMS ;- Maintenir les stocks necessaires d’equipements essentiels d’intervention d’urgence, notamment le materiel individuel de deploiement, les radios, les telephones satellitaires, le materiel informatique, etc. ;- Maintenir et surveiller l’ensemble des activites d’approvisionnement, de logistique et de services contractuels pour le bureau par l’utilisation du systeme GSM oracle et d’autres outils d’approvisionnement, y compris la Business Intelligence (BI) ; fournir des rapports, des donnees et des statistiques ;- Contribuer sur les aspects logistiques des projets developpes ainsi qu’a l’elaboration des rapports des projets du cluster EPR- Contribuer a la gestion de la flotte automobile de EPR, y compris la planification et le suivi des mouvements de la flotte, et superviser l’entretien des vehicules, en etroite collaboration avec l’Assistant procurement du bureau ;- Faciliter le transport des echantillons biomedicaux de l’interieur de Bangui vers l’Institut Pasteur de Bangui en collaboration avec UNHAS, le personnel des sous-bureaux de l’OMS et les chauffeurs du bureau pays ; – Fournir l’assurance qualite pour la mise en place et l’acces durable aux installations adequates, efficaces et sures de la chaine de froid, pour une fourniture en toute securite de produits medicaux necessitant un environnement a temperature regulee ;- Proceder regulierement a des evaluations sur le terrain pour le suivi de la gestion des fournitures, les mouvements de stocks et des conditions de stockage ;- Assurer le suivi de la logistique et rendre regulierement compte a l’equipe du programme EPR sur les besoins, lacunes et problemes, et proposer des mesures correctives ; – Assumer toute autre responsabilite liee a des incidents specifiques, suivant les sollicitations de son superieur hierarchique.

REQUIRED QUALIFICATIONS

Education

Essential: Etre titulaire d’une licence dans l’un des domaines suivants : administration publique ou gestion des entreprises, gestion de la logistique, logistique,ingenierie, pharmacie ou domaines connexes. Le diplome doit etre delivre par une institution accreditee ou reconnue.
Desirable: Certificat d’aptitude/qualification professionnelle dans les domaines tels que le transport, la distribution et la gestion de la chaine d’approvisionnement. Diplome ou formation en systemes de gestion de l’information avec application a la logistique, au transport ou la gestion et le suivi de l’approvisionnement.

Experience

Essential: Au moins cinq ans d’experience, aux niveaux national et international, en gestion de la logistique des operations d’urgence et des operations d’approvisionnement dans des institutions/organisations internationales, dont une partie dans l’appui aux operations humanitaires d’urgence.
Desirable: – Experience professionnelle anterieure avec l’OMS/ONU, les partenaires des groupes sectoriels sante, les organisations humanitaires internationales reconnues ou avec une organisation internationale non-gouvernemental; – Experience ou connaissances en import/import et administration douaniere.

Skills

Competences averees en gestion de la logistique en situation d’urgence, et capacite a identifier les problemes techniques et les resoudre en situations difficiles ;Excellentes capacites organisationnelles et analytiques ;Solides competences dans l’utilisation des systemes Enterprise Resource Planning Oracle ou de progiciels similaires ;Solides competences informatiques dans les applications de bureautique,notamment Excel, PowerPoint et Word.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 64,121 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3163 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
