Description

Job Purpose:

The Logistics Assistant assists in supply chain management to facilitate program implementation in the area, as well as for logistical inter-sectoral management such as fleet, fuel, premises, assets & communication management. S/He should ensure compliance of all logistics operations under his/her responsibility with ACTED logistics & donors’ procedures, best practices & national regulations, with an emphasis given to the value for money principle.

Objectives:

  • Contribute to timely, cost efficient & transparent supply chain management in the area:
    • Handle procurement, stock & delivery management, the general objective being that any project should be delivered according to the defined chronogram, and the requested quality standards;
    • Provide timely & efficient efforts to solve supply chain hazards if needed.
  • Contribute to timely, cost efficient & transparent multi-sectoral logistical management in the area:
    • Contribute to the good management for fleet, fuel, premises, assets & communication management, the general objective being that any ACTED staff should access proper working & living conditions;
    • Provide timely & efficient efforts to solve hazards if needed.
  • Ensure compliance to ACTED & donors’ procedures in all logistics operations under his/her responsibility (procurement, stock & delivery management, fleet, fuel, premises, assets & communication management), and actively promote logistics procedures.

    DUTIES & RESPONSABILITIES

     

    • Contribute to timely, cost efficient & transparent supply chain management in the area :

     

    • Procurement
    • Ensure that ACTED procurement guidelines are applied at all times for all procurements
    • Contribute to the accuracy of the local supplier database
    • Follow up of the procurement with field offices logistics & program staff in his area of operations (Scenario A, B, C);
    • Apply the value for money principle throughout the procurement process by implementing sound suppliers/service providers/contractors offers comparison, physical quality check, search for the best prices, etc.
    • Diligently ensure that suppliers are systematically screened against ACTED database for terrorism affiliation
    • Prioritise procurements and ensure good time management to deliver needs in a timely manner

     

     

     

        Stocks & deliveries

    • Follow-up deliveries under his/her responsibility based on contractual terms. Liaise efficiently with suppliers for timely deliveries in particular, or efficient solving of any unexpected issue.

     

    • Apply ACTED stocks & delivery guidelines in the area at all times;
    • Contribute to all program and non-program inventories in the office and liaise with the Logistics Officer;
    • Contribute to the safety of the stock and materials;
    • Must remain aware of all stock / materials movements between warehouses;

     

    • Traceability
    • Contribute to the up-to-date order follow-up
    • Ensure the quantity & quality check at every step of the supply chain;
    • Keep himself informed of the procurement and supply chain status, from reception of Order Form to final delivery (Waybill);
    • Contribute to the computerized tracking of all purchases through the Order Follow Up

     

    • Contribute to ensure timely, cost efficient & transparent transversal logistical management in the area:

     

      • Fleet & transportation management
    • Liaise with the Area logistics officer to ensure that ACTED fleet management guidelines are applied in the area at all times: logbooks, registration & maintenance sheets, etc.
    • Prevent any misuse of vehicles in regard of policies and SoP’s (Driver’s behaviour, speed, pick and drop…);
    • Follow up on delivery of ACTED stock and supplies to appropriate warehouses accordingly;
    • Ensure that all documentation required is filled in timely and precisely;
    • Coordinate with Logistics officer to inform him/her of any delay / problem in satisfying their request

     

    • Fuel management
    • Contribute to manage fuel supply in the area in compliance with ACTED procurement guidelines; anticipate & mitigate fuel supply risks if any.
    • Support the maintenance of appropriate storage facilities for fuel, as per security & safety guidelines;

     

    • Asset management
    • Contribute to ensure that ACTED asset management guidelines are applied in the area at all times
    • Register assets in the asset management system (ASSIST);
    • Verify and direct the maintenance and repairs of assets and properties in timely manner.
    • Premises management
    • Ensure preventive & corrective maintenance or works of premises; 
    • Communications & IT management
    • Contribute to ensure that ACTED communication & IT management guidelines are applied in the area
    • Ensure compliance to ACTED & donors’ procedures in all logistics operations under his/her responsibility and actively promote logistics procedures:
    • Ensure ACTED logistics manual is applied for all operations under his/her direct responsibility.
    • Promote the zero-tolerance policy regarding corruption and ensure adherence to ACTED Code of Conduct and Anti-Fraud policy;
    • Contribute to the implementation safety & security guidelines, SOP & plansReport security breaches if any

Qualifications & Preferred Skills

  • Bachelor’s or Master’s degree in Logistics  or a related field;
  • Good English and Kurdish , Arabic (written and spoken);
  • Excellent writing and communication skills.
  • At least 2 years’ work experience with an INGO in an emergency and/or development setting.
  • Ability to work under pressure in a high-pace environment;
  • Good organisational and prioritisation skills;
  • Proficiency in Microsoft Office, Microsoft Excel and Publisher;
  • Strong interpersonal skills
  • Strong analytical skills

the Monthly Salary for this Position is 1,455,000 IQD
