Purpose of the Job

The logistic assistant is to assist and ensure effective and timely day-to-day implementation and management of the procurement, warehouse, and assets management related functions and process and as well Admin functional tasks and reporting. The logistics assistant will process procurement, warehouse and asset management files and report activities in a transparent and accountable way, ensuring that goods, works, and services delivered efficiently, in-line with NRC processes and procedures and in accordance with the principles off best values for money.

Generic responsibilities

  • Ensure adherence with NRC and donor policies, tools, handbooks, and guidelines
  • Implement delegated CC project portfolio according to plan of action
  • Prepare and develop status reports as required by management
  • Ensure proper filing of documents
  • Use initiative in day-to-day problem solving in line with agreed procedures, priorities, and standards for the area of work
  • Promote and share ideas for technical improvement
  • Assist with the implementation of the support function portfolio according to plan of action
  • Promote and share ideas for improvement of the support function
  • Development of holistic and needs based programmes, including cash-based interventions and marked based programmes

Specific responsibilities

  • Process procurement files for Urozgan level purchases, ensuring clear and detailed supporting documents are prepared and authorized in-line with NRC procurement processes
  • Work with purchase requesters to ensure that selection criteria is agreed at the start of the procurement process and that clear selection criteria are included in all Requests for Quotations.
  • Ensure that a transparent method for supplier selection is used and documented for all purchases
  • Track current procurements and update them bi-weekly as per the Procurement Tracker Sheet (PTS) and forward the PTS to the line manager
  • Manage Urozgan field Office stock and ensure that all items are received, dispatched, and stored properly. Stock cards are maintained accurately, and monthly stock reports is produced/shared.
  • Prepare, check, and share plans, records, and reports as required (e.g., status reports, inventory lists)
  • Ensure all NRC assets/premises are in good conditions and monitor maintenance/repairs if required.
  • Prepare office supplies and stationary for all staff and utilities for keeping the office hygienic.
  • Supervise cleaners and provide sufficient guidance and resources to keep the office space hygienic and tidy.
  • Ensure proper handover (Check in & Check Out)/Asset Transfer Forms ATF, including signatures, for all equipment allocated to NRC staff.
  • Ensure proper filing of all documents relative to assets management as per NRC policy (Loss and damage report, Asset transfer is tagged in collaboration with Logistics Officer & Logistics Coordinator in Area office.
  • Ensure that all records including inventory lists, stock cards of NRC items and equipment are updated and easily available to authorized users.
  • Arranging Vehicles for the Travel Authorization Request (TAR) of the programs for Urozgan staff or other staff are coming/going to other field offices
  • Carpool & Generator Engine reports on Monthly bases
  • Rented vehicles monthly payment for Urozgan.
  • Market assessment of fuel price twice in a month accordingly.
  • Ensure that appropriate maintenance support is available for the Urozgan office and Guesthouse, and repairs are carried out in a timely manner.
  • Any other related duties as assigned by his/her line manager.

Generic professional competencies

  • Bachelor’s degree in economic or Equivalent.
  • 2-3 years’ experience in a similar role/position in an INGO or humanitarian agency.
  • Previous experience of working in a complex and volatile Logistic context.
  • Good English language proficiency both written and verbal.
  • Fluency in local languages Pashto and Dari.
  • Active problem solving with a focus on collegial working and supportive staff to own solutions.
    Cultural sensitivity and ability to work with a diverse team.
  • Having knowledge of asset management, logistics and admin section
  • Good computer skills – MS Office & database.
  • Good control and supervisory skills
  • Good communication skills
  • Comfortable and willing to work in a dynamic security context.
  • Experience designing and implementing Logistical best practice.
  • Demonstrated experience of capacity building of staff through coaching, training, and mentoring.
  • Dynamic and motivated with a positive and collegial attitude to joint problem solving.
  • Able to work under pressure, to tight deadlines, and with competing priorities.
  • Personal commitment and drive for timely and high-quality results
