Logistics Coordinator (Procurement) Jordan Amman Country Office

Under the supervision of the Logistics Manager, the Procurement Coordinator will be responsible for managing NRC Jordan’s procurement operations, ensuring the procurement of goods and services required by the NRC Jordan programmes are carried out in compliance with NRC’s procurement policies, relevant national and international procedures, donor rules and regulations. The staff member will:

Generic responsibilities:

  • Adherence to NRC policies, guidance, and procedures.
  • Implement NRC’s systems and procedures at the area level.
  • Ensure adherence to NRC policies, handbooks, guidelines, and donor requirements.
  • Prepare and submit reports and analyses.
  • Ensure proper filing of all support documents.
  • Support line managers in procedures and require support team training.
  • Management of support team.
  • Ensure development and implementation of administrative systems and procedures

Specific responsibilities:

  • Manage NRC Jordan’s procurement operations in line with programmatic requirements, whilst ensuring compliance with NRC’s procurement policies and procedures, donor rules and regulations, Securing Supporting Documentation (SSD) policy and standardized filing system
  • Ensure that NRC Jordan’s has the right Framework agreements in place to support the program needs (can include rationalizing the number of FWAs) and ensure they are renewed in a timely fashion and in line with the policies and procedures.
  • Participate in PCM stages to understand the programmatic needs and provide inputs on procurement processes, including reviewing the donors’ procurement rules and regulations and updating the tracking tool. In addition to regular review of Project Procurement Plans and consolidating data into the Country Procurement Plan.
  • Lead on the annual procurement planning process, working closely with PMs and Area Office Logistics teams to establish clear and accurate procurements plans in a timely manner to ensure effective procurement planning can take place.
  • Manage NRC Jordan’s supplier portfolio including ensuring that NRC Jordan understand the market and is aware of relevant suppliers with whom NRC Jordan may wish to work.
  • Always ensure professional management of suppliers and contractors.
  • Coordinate with logistics teams in Country and Area Offices and with the finance team for the submission of reports and audits. Prepare and validate monthly KPI reports related to logistics activities, including monitoring procurement needs and trends, and identifying and addressing any potential gaps to improve the efficiency of NRC Jordan’s procurement services.
  • With the support of the Logistics Manager lead on the development of procurement-related SoPs, systems, tools, procedures, and templates both at the Country Office and Area Office levels.
  • Develop and deliver procurement training for logistics and non-logistics staff across the Jordan Country Office. Implement a capacity-building plan for the entire logistics team across the NRC Jordan locations.
  • Periodically conduct Corruption Risk Mapping assessments on procurement responsibilities and provide recommendations to management on areas of improvement.
  • Conducting Agresso training sessions tailored for the newest team members, managing access privileges, and proactively addressing any queries or concerns that may arise among staff, spanning across both regional and Head Office domains, and updating the privileges/thresholds on unit4 in line with the authorization table in coordination with Finance team.

– Legal or Compliance: Vetting of Vendors, Contract legal reviews, Donors Reporting, auditing.

Context/specific skills, knowledge, and experience:

Qualification requirement: bachelor’s degree or higher Years of Experience: 4

  • Minimum 4 years of experience in procurement and contracts management at a senior level preferably within a humanitarian context.
  • Good working knowledge of international supply chain operations.
  • Experience and knowledge of key institutional donor procurement rules and regulations.
  • Proven management experience, including training and capacity building of national staff.
  • Highly organized with strong administration and information management skills.
  • Strong interpersonal and communication skills.
  • A high level of computer literacy.
  • Fluency in both Arabic and English, both written and verbal
