The purpose of the Logistics Delegate is to plan and provide effective and efficient logistics services (procurement, transport, and reporting) in support of the activities in Morocco. Specifically, to meet the needs and support the activities from sourcing to delivery point of use, to ultimately support the activities of the Emergency Response Operation in an efficient and timely manner.
Job Duties and Responsibilities:
  • The main responsibility is to provide logistics support to the IFRC Emergency Response Operation in Marrakesh, Morocco under supervision of the Logistics and Supply Chain Coordinator.
  • The Logistics Delegate will be responsible for the management of the supply chain for the operation, including but not exclusive of leading on local procurements; fleet and transport management; warehouse management and the reception of goods in Marrakesh.
Management:
  • Coordinate and manage country-level branch logistics support for IFRC activities in-line with IFRC standards, practices, and procedures in conjunction with NS Logistics activities.
  • Work with MRCS counterpart/s to develop the logistics strategy for the operation to provide efficient logistics services to all programs.
  • Pro-actively work together with the recovery program to ensure a sufficient and functional logistics supply chain.
  • Together with Logistics and Supply Chain Coordinator, establish a supply chain strategy at the branch level for the duration of the IFRC appeal.
  • Supervise and delegate work to the logistics officer (national staff), scheduling field visits as required and assigning duties and priorities. Support the logistics officer by providing training to them and liaise planning of activities according to capacity.
Warehousing, transportation, and other logistics tasks:
  • Plan, coordinate and manage transportation requirements of the IFRC Morocco Operation in accordance with the operation needs, including maintaining use of transportation management system for IFRC owned vehicles, establishing contracts with private companies for trucks and additional vehicles, and planning best use of the vehicles.
  • Supervise overall management (including maintenance) of the IFRC operation’s vehicle fleet as well as supervise contracts, security, and management of drivers.
  • Oversee maintenance of logistics fixed assets, including vehicle registrations and insurance issues.
  • Ensure the correct storage, rotation of stock and proper structural maintenance of warehouses to keep all stocks in good condition.
  • Support maintenance and implementation of the IFRC standard warehousing and logistics policies/practices.
  • Ensure proper filing of appropriate standard IFRC records for monitoring, controlling, and reporting as well as maintain all records that are necessary for audits and inspections.
Reporting:
  • Ensure appropriate document handling, stock management, performance figures and financial recording systems are established and maintained.
  • Produce Monthly Logistics report for the Logistics and Supply Chain Coordinator.
  • Contribute to narrative and financial reports of the Logistics and Supply Chain Coordinator.
  • Maintain accurate stock control and records at all times and provide monthly stock reports.
National Society logistics capacity building:
  • Estimate the capacity of the National Society and train and develop the necessary skills of National Society counterparts and/or others to facilitate the handover of the Logs tasks.
  • In collaboration with MRCS counterpart/s, support the coordination of the National Society logistics capacity building development plan in according to the National Society Logistics Capacity Enhancement (NSLCE) guidelines.
Job Duties and Responsibilities:
  • With the support of MRCS counterpart/s, coordinate logistics functions with the National Society, integrating operations as far as possible. This entails facilitating, where possible, transfer of standard IFRC forms for monitoring, controlling, and reporting.
  • Work with MRCS counterpart/s to develop and implement a capacity building plan to contribute to the development of the National Society’s logistics capacity.
Coordination and crosscutting issues:
  • Maintain and implement the IFRC standard warehousing and logistics policies/practices.
  • Produce regular, timely and accurate stock, narrative, and financial reports for the IFRC and donors.
  • Ensure that all activities within assigned role comply with IFRC guidelines and policies (SPHERE, Code of Conduct, Principles and Rules for Disaster Relief, Fraud and Corruption Prevention and Control Policy, etc.).
  • Ensure the dissemination of IFRC’s Fraud and Corruption Prevention and Control Policy to all suppliers/service providers who engage with the Delegation.
  • Contribute to an exit strategy with focus on logistics.
Duties applicable to all staff:
  • Work actively towards the achievement of the IFRC Secretariat’s goals.
  • Abide by and work in accordance with the Red Cross and Red Crescent principles.
  • Perform any other work-related duties and responsibilities that may be assigned by the line manager.
Education:
  • Professional qualification in logistics or equivalent experience – required
  • University degree in a related field or equivalent experience – required
  • Introduction to Cash transfer programming – preferred
Experience:
  • Minimum 5 years of relevant logistics field experience, ideally in the humanitarian sector, including experience in warehousing, airport clearance, transporting goods, fleet management, purchasing, customs clearance – required
  • Experience in working in humanitarian interventions including large complex operations and/or development programmes – preferred
  • Experience in supporting a Cash Transfer program – preferred
  • Experience of internal Red Cross Movement and External Stakeholder relationships – preferred
  • Experience in narrative & financial reporting – required
  • Experience in planning and managing budgets – required
Knowledge, Skills and Languages:
  • Ind-depth grasp of logistics practices, including legal aspects, knowledge of procedures and international logistics standards – required
  • Knowledge of or familiarization with Cash Transfer Programming – preferred
  • Valid driving license for light vehicles (manual gears) – required
  • Valid heavy vehicle driving license – preferred
  • Knowledge of communications systems (satellite phones, etc.) – required
  • Good understanding of financial process and budgeting – required
  • Excellent communications skills including report writing – required
  • Proven experience to carry out logistics assessments and set up large operations – required
  • Transport and fleet management – required
  • Supply chain logistical coordination – required
  • Professional use of MS Office tools (Word, Excel, Teams, Outlook, PowerPoint …) – required
  • Ability to work in a cross-cultural, cross-functional and multi-cultural environment – required
Languages:
  • Fluent spoken and written French and or Arabic – required
  • Good command of English language (verbal and written) – required
