The purpose of the Logistics Officer is to plan and provide effective and efficient logistics services (procurement, transport, and reporting) in support of the IFRC activities in Morocco, in collaboration with the National Society logistics/relief officer in the branches. 
Job Duties and Responsibilities:
Warehouse operations:
  • Sourcing warehouses, construction of temporary warehouses, implementation and maintenance of all warehouse systems
  • Security and provision of stock level and stock movement data.
  • Prepare staff plan and recruit daily workers.
  • Manage scheduling of daily workers as required in collaboration with MRC
Transport and Fleet:
  • Identify transportation options to meet the needs of the operation.
  • Organise transport according to the relief plan of action and other needs
  • Implement fleet management system for all vehicles in accordance to fleet coordinator’s instructions
  • Manage scheduling of drivers in collaboration with MRC
Job Duties and Responsibilities (continued):
Procurement:
  • Undertake local procurement as required and as specified by the Logistics Delegate and Logistics & Supply Chain Coordinator in accordance with SOPs and following IFRC procurement procedures
  • In collaboration with the procurement coordinator, obtain no less than three quotations, all information being systematically recorded in Purchase Committee minutes, where appropriate.
  • Apply financial management principles and ensure running and operational costs are clearly defined and reported against.
  • Know and apply IFRC financial controlling system
National Society Relations:
  • Maintain regular contacts and information exchange with National Society counterparts and inform the Logistics Delegate of available capacity.
General:
  • Promote adherence to best practice principles and compliance to necessary regulations, legislation and IFRC procedures.
  • In line with the operational needs defined by the Logistics Delegate, liaise with government officials and other NGOs as appropriate, including attendance at inter-agency meetings
  • To carry accountability for the maintenance of non-specialist logistics equipment owned/operated by the IFRC ensuring compliance with all regulations and quality standard
Education:
  • Professional qualification in logistics or equivalent experience -Required
  • Technical diplomat in a related field –Required
  • Introduction to Cash transfer programming  -Preferred
Experience:
  • Minimum 5 year’s logistics experience of Warehousing, Airport Clearance, Transporting goods, Fleet Management, Purchasing, Customs Clearance -Required
  • Experience in working in humanitarian interventions including large complex operations and/or development programmes. -Preferred
  • Experience in supporting a Cash Transfer program -Preferred
  • Experience of internal Red Cross Movement and External Stakeholder relationships. -Preferred
  • Experience in narrative & financial reporting -Required
  • Experience in planning and managing budgets -Required
Knowledge, Skills and Languages:
  • Knowledge of or familiarisation with Cash Transfer Programming -Preferred
  • Valid driving license for light vehicles (manual gears) -Required
  • Knowledge of communications systems (satellite phones, etc.) -Required
  • Valid heavy vehicle driving license -Preferred
  • Good understanding of financial process and budgeting -Required
  • Proven experience to carry out logistics assessments and set up large operations -Required
  • Transport and fleet management -Required
  • Supply chain logistical coordination -Required
Languages:
  • Fluent spoken and written French and/or Arabic -Required
  • Good command of English language -Preferred
